Perchard: I did swear in States

colour-0611142_cropped.jpgHEALTH Minister Jim Perchard has admitted swearing at Senator Stuart Syvret in the States last week.

Despite initially denying the outburst during last week’s sitting, Senator Perchard has, after being challenged by the JEP, confirmed that he uttered obscenities to Senator Syvret. And after being told about recordings made at a press conference late last year, the Island’s Health Minister has also admitted previously telling Senator Syvret to ‘slit his wrists’.

Last week Senator Syvret stopped States question time mid-flow and claimed that the minister had whispered: ‘You are full of f*****g s**t and why don’t you go and top yourself, you bastard?’ in his ear.

Senator Perchard, pictured, replied at the time, telling Deputy Bailiff Michael Birt and other Members: ‘I absolutely refute that.’ But after several States Members sitting nearby confirmed to the JEP that they had heard him use ‘inappropriate language’, Senator Perchard has now admitted that he did swear but insists that Senator Syvret misquoted him.

He would neither confirm nor deny whether he told Senator Syvret to ‘top himself’ during the outburst. But Senator Perchard admitted previously telling him to ‘slit his wrists’ after he was informed of a JEP recording after a press conference last year at the release of the Howard League report into penal reform.

Such behaviour may be tolerated in a farmyard … it should not be tolerated in the states assembly.
Perhaps Senator Perchard should consider returning to his previous occupation where his rantings will be out of earshot of the general public.
I can’t understand how other states members can justify keeping such an out of control minister in place. If he doesn’t go of his own volition then it is the duty of the assembly to have him removed. This is the only waqy that the states can salvage any credibility for being a responsible government.

The most depresssing thing about the whole affair is that Senator Perchard will not be apologising for what is an extremely abusive remark.
Not only that but only a few weeks ago the Senator was writing to complain about bullying.
A pretty good prediction is that the Minister will not be resigning or being forced from office by the Chief Minister as there is no one better or more credible that is prepared to sit in Terry le Sueur’s Council of Ministers.

Well, well, as I always taught my children, your lies will catch you out.
Senator Perchard must surely now do the decent thing and resign. Firstly as Health Minister he has shown contempt for those with mental illnesses, clearly unacceptable.
Now he has finally admitted that he did lie, and that at some time has suggested that Stuart Syvret committed suicide. Furthermore he has used foul language in the States Assembly and elsewhere. This is not behaviour that should be acceptable from anybody, least of all someone who is a representative of the electorate and the Island.
His excuse using Stuart Syvret’s blog content as his reason for ‘losing his cool’ does not wash. The reason this blog is so popular is because it is honest, which is what most people want to read and hear. The word honest obviously does not feature in Senator Perchard vocabulary, and it makes me wonder what would have happened if he had not been overheard on this and another occassion. Obviously he would have been quite happy to allow Senator Syvret to be villified as the liar.
You should do the honourable thing Mr Perchard and resign. You have no credibility at all now.

In these circumstances, it is quite unacceptable for a States representative to continue in office, let alone to hold a Ministerial position.

The integrity and trust that are essential to serve the people of the island have been completely undermined by his own actions, and Senator Perchard should resign immediately, to allow dignity to be restored to the role of elected officials who represent the people of island of Jersey, internally and externally.

Incidentally, read through an interview between candidate Perchard and Hamish Marett-Crosby before the 2005 elections, where the following statements were made by election candidate Perchard

“I also feel that Jersey is loosing its identity a little, and people when I am out on the election trail seem to be a little disillusioned, which is very sad. We need to somehow promote pride in our island and try to re-establish the community atmosphere and uniqueness that Jersey is well known for.”

    Out Out Out Out

Liar, Liar your pants are on fire.

Seriously though enough of playground politics, the man is an idiot and has to go. You cannot have any so-called Minister making these remarks, let alone one that is in charge of health in an isalnd that has a very high suicide level.

They need to get the level out of primary school name calling to at least educated adult debate. Since they have adopted the title of Minister etc they seem to think that they are more than public servants, responsible for a small island, with a a level of responsibliity that is no more than a city councillor (and a small city at that).

For those defending Perchard, get a life, Syvret is not a demon, he is, whether you like it or not, one of people most in touch with ordinary people in Jersey. Of course he can piss people off, but on a much less frequent basis than the States, or whatever they like to style themselves as now.

To make it simple, if we draw a Venn-diagram of people who are idiots, people who are unfit for thier jobs and people Jersey would be much beter without governing them, then I think Perchard would be at the intesection. If he had any honour then he would offer to resign and put his faith in the public to re-elect him.

I doubt that he has the integrity or courage, but if I am wrong and he does, I will bid him adieu.

There is an atmosphere of spitefulness and bullying amongst certain states members and this needs to be dealt with at the highest levels. there is a code of conduct and all states members should abide by it.But the behaviour that has gone on is a reflection of the general malaise that affects our states and the way so called professional people treat each other. do you really think much will be done to rectify this?? it will be interesting to watch this played out in the states but i don’t think it will be dealt with correctly.

The nature of politics is cut and thrust, one only has to watch PM’s question time in Parliament to realise this, Syvret even when delivering an onslaught in the chamber usually does so in a consice manner and should Perchard serve this island as long as Syvret has then maybe he too will be able to carry out his duties with suitable aplomb!

I’m a JerseyMan and its a place and a society I love and I’m often proud of. We have some fantastic people here and a way of life that is the envy of many other places. But what really annoys me and others is the way that such a small place, small government and small society can get it wrong so often when this is the perfect size to get it right.

We need leadership, not management. Senator Le Suer should give a clear message that this is not acceptable and the public can and should expect better from those we appoint to govern us.

If he is unable to do this, then people of Jersey…Stand up and say enough!

The world is looking at offshore finance and shadow finance with a view to dismantling our society. If we are to weather this storm that is looming, then we need to be squeaky clean.

Weak spots in our society like Ministers that repeatedly lie (thanks for pointing that one out reality 88!) will be more nails in Jersey’s coffin and not people like Stuart Syvret and the Pitman’s who highlight problems.

Wake up Chief Minister and lead us…or move on.

There is no doubt but that Senator Perchard should be replaced as Minister of Health as his behaviour clearly indicates he does not possess either the integrity or ability to hold the post. I find it quite unbelievable (not to mention an embarrassment) and totally unacceptable that a man whose inexcusable behaviour and foul language should not only be representing the public of Jersey but holding the post of Minister of Health. He knowingly lied in the States Chamber and what an appalling example his behaviour has set to the younger generation – one can hardly condemn the youngsters in our Island unless one condemns the same standards of behaviour exhibited by a States member who receives £40,000 of public money (plus expenses) to behave like a delinquent! It is without question, time for him to be expelled from the States of Jersey as his outrageous behaviour compounded by his deliberately lying indicates that he is not a fit person to represent us. Furthermore, Senator Perchard was out of order and bullying when he published his letter regarding the issues relating to the Suspension of the CEO of Family Nursing and Home Care. That was quite outrageous.
As Senator Perchard has proved, his word is not to be trusted and I am concerned about the number Members of FNHC who were possibly influenced by the inferred threat in his letter when voting on the issues relating to the FNHC Charity issues which were not within the remit of the Minister of Health. If I were the Chairman or a member of the Committee of FNHC I would certainly want to distance myself from any endorsement of approval by such a person, as Senator Perchard’s subsequent behaviour has proved he is not a man of honour and is a ’stranger to the truth’. To link FNHC’s future with a person of Senator Perchard’s ilk is unacceptable, a total embarrassment and the Chairman and Committee should waste no time in distancing themselves from him and his ’supportive letter’ because endorsing it as they did at the Special General Meeting on 5th March was totally inappropriate behaviour and certainly did not reflect ‘best practice’ by the management of FNHC. It is now time for all honourable people to stand up and be counted and ensure that their actions reflect their disgust at the example set by Senator Perchard and definitely time for him to be suspended from the States of Jersey.

Senator Perchard should be sacked. He should publicly apologise to anyone who has mental health problems. To those young and old, who have at some stage in their lives felt at such a loss that they have considered self harm. It is inconcievable that the person who is head of health should have chosen this line as their attack. I question why he has twice suggested that Senator Syvret commits suicide. Is he, due to his position as head of health, in possession of confidential information about the mental health of his collegue and if so is he unforgivably using this against him. Senator Perchard is quite obviously a cold and callous man and one who has astonishingly poor judgement. Unforgiveable, untrustworthy and hopefully unimportant in a few weeks time.

It is sad in an island of this size that 60% ( maybe higher ) of those on the electoral role do not vote. It follows that we get the government we deserve> Slick ppoliticians with money and influence appear to have the electoral process sewn up, yet when you scratch the surface of our esteemed politicians we see that they are not all they appear to be. The budget that this minister has under his control is large, this behaviour calls into question the capabilities of Senator Perchard, clearly he does not function well when under pressure – politics is not a vocation for the faint hearted. Wrong Sara – many people post anonymously so it is impossible to tell whether they are the same people or not. Anonymous applies to a lot of people, not just one.
Maybe you should read the figures at the bottom of his blog to get the true figures.
And…he actually echoes the thoughts of a lot of people young and old.

Sara, you are so anti Syvret that you forget that you have previously commented that the person responsible for swearing in the states should be punished.

Sara when you get over your dislike for Syvret as others have said you will see that most people post as anonymous on his blog because they dont have various acounts to make themselves named.

Besides its Perchard in the wrong here not Syvret.

Would you keep your mouth shut if someone was whispering that in your ear? probably not.

Sorry to dissapoint you Mrs Roemary Bead but I am not, never have been and never will be a politician. I am an ordinary, happily married (once) with kids, middle aged Jerseyman whose family has lived and worked in the island for many generations.
I am incensed that any politician, no matter who they are, should be able to act in such a undignified, vulgar and highly offensive manner with impunity.
I merely wished to make the suggestion that because we have not had a response from our CM, people who feel strongly enough may wish to make a direct complaint to our political represntatives.

Sara – I agree with you. I am a Jersey born man who has lived here all my life so I have a fairly large network of family, friends, colleagues and business contacts and not one person I know has anything good to say about Syvret – they all think he is bad for jersey.

    Re: Comment 160

Reading the figures at the bottom of the blog is not much use as lots of people read his blog just to try and understand what goes through Syvret’s head and for his entertaing but mostly fanciful rantings. I read his blog but I can categorically state that Syvret does not speak for me and I agree with virtually nothing he has ever said or done.

The statement from the Chief Minister says it all. It IS acceptable that members of the Council of Ministers behave in such a way and that is the official line taken by Senator Le Suer.

In fact, it is acceptable that they behave in any manner they see fit and those that criticise will not be listened to. That is the clear message given by his statements and lack of leadership.

This is a clarion call for Jersey people to contact their respective Deputies and say that on their behalf you want Senator Perchard either removed from office or properly reprimanded. Also an apology should be forthcoming from BOTH parties, but especially from Senator Perchard.

To do otherwise or to do nothing is to tell the people of Jersey that as always, only the wealthy and privileged have a voice whilst the rest are ignored and vilified.

It hardly surprising that Jersey is a laughing stock. Outbursts on TV, Ministers who blatently lie and people are expected to believe all in the garden is rosey
The whole system is institutionally corrupt.

I’m sorry but the’ it’s all over’ approach is simply not good enough .’Cyrano’ 168 is right ! This total disregard for the basic need for integrity of politicians goes against everything I demand of MY politicians. We elect them to uphold basic standards and represent US honestly. Senator Perchard no longer fits that criteria and regrettably, by default neither does TLS. Being members of St.Martins Musical Association, B.O.B.A and the Catenians is not enough!!!

I am a member of the public who has always voted in the elections. I believe that the States Members are there to represent me and the rest of the public.

I am now calling for any such Member of the States to represent the electorate, including myself, and bring a proposition to the States that there is no confidence in Senator Perchard.

Re the figures at the bottom of Syvret’s blog, they means nothing. I have checked in probably once a day over the past year to chuckle at the drivel he and his merry band of followers write, so I alone am responsible for at least 365 of that number. And I am certainly NOT a supporter of his!

Big Bean…in the interest of factual accuracy…if your 365 visits all came from one computer then they would all be counted as 1…even if other people also use your computer to visit the same site.
The count simply counts rhe number of independent computers and not the number of visits.

But this is a distraction from the main issue:
Should the foul-mouthed and offensive behaviour of Senator Perchard be tolerated both in and out of the States chamber?

This is an email I sent to Sen Le Sueur:

    Dear Senator Le Sueur

You are full of ‘f*****g s***t and why don’t you go and top yourself, you b*****d’. ‘Slit your wrists’. If one of my team said this to one of my members I would have them removed immediately. I did like Senator Perchard, but now my views have changed.

This man is a liar with a foul mouth, I could not work with him. When you are in office you have to control your temper, I am driven to despair many times, but never swear or lie.

And to think, this man is Health Minister, I am sure you have heard of the Hippocratic Oath:

The Hippocratic Oath is an oath traditionally taken by physicians pertaining to the ethical practice of medicine.

Here we have the head of health telling someone to kill them self.

Senator, I thought you were a man of ethnics, a good Catholic.

If someone on the company I work for, said this to a member of staff, they would probably loose their job.

I do hope you reconsider what you have said so far – only ‘disappointed’.

What ever Senator Syvret said, and we have not been told what he said, leaving this situation like this is the wrong way ahead.

As a matter of interest, I am contacting my UK legal and research department to see how they would respond if an MP said these words. So a press statement could be coming forward, and not from me.

    Regards

The writer suggest I should accept an apology from Jim Perchard. Actually, I’m not seeking an apology, as personally, after nearly 20 years of this, it’s like water off a duck’s back to me.

And let’s be grown up about this, politics is a rough business – if you can’t take the occasional – err – frank exchange of views, you’re in the wrong job.

So whilst I appreciate peoples’ concerns for me, I’m more than tough enough to look after myself.

However – the people who have every right to be deeply offended by Jimmy’s remarks are those who may have encountered suicidal thoughts – either their own or those of friends and family.

Given I’m involved in this particular spat, I don’t consider it appropriate to get into the subject of whether Jimmy should retain his Ministerial post – in this case, I feel it’s a decision the public must come to and express their views to their politicians.

I would just point out that, by way of contrast, I got sacked from Health on the grounds that by demanding explanations from very expensive, senior civil servants as to why their child protection performance had failed, I was “undermining staff moral”.

Oh, and by-the-way, comment 173, the 123,659 figure at the bottom of my blog represents unique site users; if a computer visits the site once, the visit is added to that total, but only on the first visit; it is not re-counted every time. It is ‘hits’ which accumulate each time a person re-visits the blog.

Well the way I see this posts slagging off
Senator Syvret and voting for Senator Perchard need to look past there haterid for Senator Syvert Any politician Suggesting that another politician slit his wrist etc in session and then blatantly LIE to the chamber is unacceptable and he should go. Not to mention he is in charge of health lets hope you don’t get sick you won’t be getting a sympathetic ear from him.
And as for TLS what a joke we now see that he messed up the incinerator fixed price on the Euro exchange while he was in charge. But he will look into it and produce a sacramental lamb that will keep his fans happy oh ignorance is bliss.
At least Senator Syvret is willing to be accountable for his website if people believe that his website is full of lies etc
Why don’t you sue him for slander?
I will tell you why because deep down you know if you did all the corruptness of the Establishment would be answerable in open court then we would see what a bunch of corrupt politicians we have in power and that would not be good for Jersey.

To TBM (comment 165) Why is Stuart Syvret bad for Jersey? Is that because you would rather not know of any wrong doings that occur on the island but prefer instead to pretend that Jersey is a fairytale place where only good and lovely people exist? As a Jersey born person myself I would rather know the truth even if it is unpalatable and I would rather have States Members who actually care about the general public and local issues

How’s this for an idea: Go to the next states sitting and go up to the public gallery. Then, get some stage blood and pour it over your (old and no longer used) shirt as if your wrists have been slashed. Maybe you could have a short piece of rope in your pocket which you could put around your neck and it has about 6 inches leading off it.

Then sit in the gallery and stare at Senator Perchard…deeply and intently. See how long it takes for you to get ejected from the chamber, but how is it going to un-nerve Perchard!

It would make the press and perhaps the national & international press which would make his position even more untenable.

If it is seen that Jersey’s reputation is being hurt, then he is GONE!

Forget morals, principles or leadership because they mean nothing to the COM. If they fear it will cost them in terms of reputation then it will happen.
