The Order increases by about 3.7% the capital and income amounts to be disregarded in assessing income for income support purposes. Lodging Houses (General Provisions) (Amendment No. 14) (Jersey) Order 2008 R&O 121/2008 This Order was made by the Minister for Housing on 24th September 2008 and comes into force on 1st December 2008. The Order increases the fee for the registration of a lodging house by 2.5%. Health Insurance (Pharmaceutical Benefit) (General Provisions) (No. 2) (Amendment No. 6) (Jersey) Order 2008 R&O 122/2008 This Order was made by the Minister for Social Security on 24th September 2008 and comes into force on 1st October 2008. The Order increases the basic dispensing fee for each item of pharmaceutical benefit supplied on prescription from £2.85 to £2.96. Motor Vehicle (Driving Licences) (Amendment No.10) (Jersey) Order 2008 R&O.123/2008 This Order was made by the Minister for Transport and Technical Services on 24th September 2008 and comes into force on 1st October 2008. Customs & Immigration Service Restriction on the Importation and Exportation of 1-benzylpiperazine ('BZP') Using the powers delegated to him by the Minister for Home Affairs under the Customs and Excise (Import and Export Control) (Jersey) Order 2006, the Agent of the Impôts has issued a new Open General Import Licence and a new Open General Export Licence effective from 19th September 2008. 1-benzylpiperazine (also known as 1-benzyl-1, 4-diazacyclohexane, N-benzylpiperazine or, less precisely, as benzylpiperazine or 'BZP') has been added to the list of goods in the Open General Import Licence that require a specific Import Licence and to the list of goods in the Open General Export Licence that require a specific Export licence. As a consequence this substance may only be lawfully imported or exported from the Island under the authority of a specific licence issued by, or on behalf of, the Minister of Home Affairs. This restriction has immediate effect. Under the provisions of that law, the Jersey Financial Services Commission (the Commission) has been given the task of supervising certain persons for their compliance with Anti-Money Laundering/Countering the Financing of Terrorism measures. The Supervisory Bodies Law requires persons that are carrying on a specified Schedule 2 business (as defined in the law) to submit a registration application to the Commission by 19 December 2008, save where the person carrying on the business is already regulated by the Commission. In that case, a notification to the Commission by 19 December 2008 of the specified Schedule 2 business being carried on is required. Registration and notification forms can be downloaded from the Commission's website (www.jerseyfsc.org). A copy of the Supervisory Bodies Law (L-32-2008) can be obtained from the website of the Jersey Legal Information Board (www.jerseylaw.je). The Schedule to the Supervisory Bodies Law describes specified Schedule 2 business in detail, but in summary it includes certain business activities carried on by: * Lawyers * Accountants * Estate agents * High value goods dealers * Casinos (including internet casinos) * Certain persons who benefit from an exemption from registration under the regulatory laws administered by the Commission * Persons in the business of forming and administering certain legal persons or arrangements It also includes the business of providing any of the following services to third parties, where the business is not otherwise included in Schedule 2 to the Proceeds of Crime (Jersey) Law 1999 (also available from www.jerseylaw.je): (a) acceptance of deposits and other repayable funds from the public; (b) lending, including consumer credit, mortgage credit, factoring (with or without recourse), financing of commercial transactions (including forfeiting); (c) financial leasing; (d) money transmission services; (e) issuing and administering means of payment (such as credit and debit cards, cheques, travellers' cheques, money orders and bankers' drafts, and electronic money); (f) guarantees and commitments; (g) trading for the account of third parties in - (i) money market instruments (cheques, bills, certificates of deposit, derivatives etc.), (ii) foreign exchange, (iii) futures and options (financial and commodity), (iv) exchange, interest rate and index instruments, (v) transferable securities; (h) participation in securities issues and the provision of services related to such issues; (i) advice to undertakings on capital structure, industrial strategy and related questions and advice as well as services relating to mergers and the purchase of undertakings; (j) money broking; (k) portfolio management and advice; (l) safekeeping and administration of securities; (m) safe custody services; and (n) otherwise investing, administering or managing funds or money on behalf of third parties. Note that the Supervisory Bodies Law effectively provides for an exemption from registration/ notification where the person carrying on a business listed in (a) to (n) above is registered with the Commission to carry on Trust Company Business, or is a person with no established place of business in Jersey that is provided with certain services by a person registered with the Commission to carry on Trust Company or Fund Services Business. Pursuant to Article 38 of the Public Elections (Jersey) Law 2002 (the Law), a person entitled to vote at a public election is entitled to vote by post or cast a pre-poll vote before polling day if that person -( a) is likely to be out of the Island during the hours of polling (between 8.00 a.m. and 8.00 p.m); or (b) has commitments, or a disability, that would prevent him or her from attending personally at the polling station on polling day. Identical provisions apply in relation to voting at the referendum. 2. Any elector entitled to vote at the forthcoming elections for Senators and Connétables or the referendum on the 15th October, 2008, who for any of the reasons given above wishes to vote by post or cast a pre-poll vote should make application to the Postal & Pre-Poll Voting Officer, Judicial Greffe, Royal Court House, Royal Square, St. Helier, JE1 1JG, to have his or her name inscribed in the register of postal and pre-poll voters. 3.
