The Lieutenant Governor, the Bailiff, the Attorney General, the Solicitor General and the Dean all remain non-elected members in the States Assembly.
The Council of Ministers is made up of a Chief Minister and nine other Ministers, chosen individually on a vote by all States members. The ten Ministers leading the ten States departments are the Chief Minister, Economic Development Minister, Education, Sport and Culture Minister, Health and Social Services Minister, Home Affairs Minister, Housing Minister, Planning and Environment Minister, Social Security Minister, Transport and Technical Services Minister and the Treasury and Resources Minister.
Each Minister is legally and politically accountable for their area of government. There can be up to a further 13 Assistant Ministers, each with an area of political responsibility, but they are not considered to be part of the Council of Ministers.
The Council of Ministers is responsible for producing Jersey’s Strategic Plan, which has to be approved by the States Assembly. The Council has to ensure the Strategic Plan is properly carried out.
