St Brelade No 2
Time4Change member Montfort Tadier, an unsucccessful candidate in the Senatorial election, gained a seat in St Brelade No 2 District, together with poll-topper and sitting Deputy Sean Power. The result was as follows:

There were eight candidates standing for the two seats in St Brelade No 2 District.
Sitting Deputy Peter Troy has retired after placing 12th out of 21 candidates in the recent Senatorial election, but fellow Deputy Sean Power is hoping to retain his seat.
The other seven candidates are Martha Bernstein, Richard de la Haye, Jeff Hathaway, John Le Galle, Mervyn Le Masurier, Montfort Tadier amd Graham Truscott. Mr Tadier placed tenth out of 21 candidates seeking six seats in the recent Senatorial election.
A hustings meeting was held at the Communicare Centre on Friday 14 November.

Martha Jane Bernstein (48)
Main concerns
I am committed to join the Youth Project Committee. I want to get to the heart of the perceived problems with anti-social behaviour in the Les Quennevais area. I am a parent of teenage children, so have an understanding of the pressures young people and their parents face. I would like to push for more recycling, increasing both designated drop-off points and roadside collections. I believe that there is need for a litter campaign which teaches young and old alike to respect the environment and their parish.

Main concerns
Traffic: an organised car sharing scheme – four or five persons sharing a car would receive free parking; utilise football field car parks for a park and ride scheme with just a minimum charge for the coach; review the Beaumont gyratory system mentioned some years back. Youth:
this is a recurring problem experienced in many areas around Jersey. My eldest daughter has worked with top music people around London. She suggests a ground team prepared to mix and form good relationships with these youngsters, starting with maybe alcohol-free discos and community projects.

Main concerns
Youth: Support new initiatives and schemes that provide improved youth facilities to reduce anti-social behaviour and continue to call for more parental responsibility. Development: Keep a careful watch on new planning applications and when necessary oppose unpopular or inappropriate building development. Speeding: particularly around the Corbière ‘loop’ and along the Five Mile Road. Further introductions of ‘flexible speed limits’ in sensitive urban areas. Recycling: setting up of a parish scheme should an Islandwide strategy not emerge. Communication: further develop the parish newsletter and widen public interest in parish matters, and promote better co-operation between the Deputies.

Main concerns
The top issues that I would work on in St Brelade No 2 are vandalism, general law and order, parking and traffic problems. To tackle vandalism I propose to move the honorary police to the St Brelade fire station. Once there every journey they make will have to be through the area. This will increase their ‘presence’ and visibility, decreasing the likelihood of minor pranks turning into serious crime. On traffic and parking problems, I believe that we all have to live together, so a bit of ‘give and take’ is required. ‘Love your neighbour’ is a good motto.

Mervyn Le Masurier (55)
Main concerns
I’m concerned about young people, particularly the minority who are intent on disrupting parish life and vandalising vehicles and bus shelters. I’m worried about overdevelopment in an already overdeveloped parish; traffic density is a consequence of this, as is overcrowding in schools. Some of the areas around Quennevais Park don’t have street lighting, which causes security and safety issues for residents. Thoughtless car parking around the built-up areas is also causing problems for quite a number of parishioners. I want to try and provide a skate park for the youngsters and consider allotments for those who need them.

Deputy Sean Power (53)
Main concerns
All three schools in St Brelade No 2 are at capacity. Les Quennevais School is in urgent need of capital investment. There is a need for more affordable housing and starter homes. There may be too many houses in the ‘buy to let’ market. Speeding is an issue in the La Moye and Petit Port area, particularly powerful motorbikes on a Sunday afternoon. Random acts of vandalism are an issue, though sporadic at the moment. I want to see the Bellevue site completed and I hope that over 100 two-bedroom flats can go on this site for the over-55s.

Main concerns
I will sort out the parking issues on the larger housing estates, provide more street lighting where needed; work more closely with the authorities and youth of the parish to combat delinquency; protect environmentally sensitive areas and green spaces; monitor traffic congestion and work for a more flexible and user-friendly bus service. As a younger Deputy, I will take a very ‘hands-on’ approach and be in regular contact with my constituents. I will continue to play my accordion for the residents of Maison St Brelade!

Main concerns
Try and improve the anti-social behaviour of our youth through initiatives. Provide a youth café where they can drop in, have a coffee and lounge about on sofas, surf the net etc. Investigate re-establishing a police unit within the district with more community policing. Provide low-level energy-efficient pedestrian lighting on a number of parish estates. Encourage greener living and ecology, promote and extend the roadside collection of recyclables. Provide more bus shelters made of indestructible materials! Promote a litter-free parish and introduce fines for littering. Demand a more frequent bus service at peak times.
