St Helier bill for loads of rubbish?

TOWN residents could be asked if they are willing to ‘sell off’ a legal loophole which stops them being charged for rubbish disposal at Bellozanne.
The covenant imposed when the incinerator opened could be a major stumbling-block if the States try to impose user-pays charges for refuse disposal.It was put in place nearly 50 years ago as compensation for the parish having to bear the burden of having the facility at Bellozanne and it means that neither town residents nor the parish can be charged by Public Services.Negotiations have been held between the parish and Environment and Public Services over the possibility of the latter buying the covenant.
