Plan for ‘white papers’

A NEW public consultation system similar to UK government green and white papers is to be introduced.
To coincide with the start of ministerial government, the Policy and Resources Committee have developed a formal written system of consultation.
The committee are aiming to give the public the opportunity to shape the development of States policy and services and give them improved access to information at important times in the drafting process.
Committee president Senator Frank Walker said the new consultation system was part of concerted efforts being made throughout the States to develop a more consultative approach to government.
It was also aimed at encouraging the public to have increased involvement in policy making and for the States to be more transparent in the way they worked on their behalf.
Under the system, Ministers will measure the views of individuals and organisations using discussion papers and draft policy papers.
Discussion papers will invite widespread public comment on social and economic issues and be published before a final decision is taken on what is considered to be the best policy option.
