Slow start for a new system of government

MINISTERIAL government appears to be off to a slow start.
A month after the new system replaced the old committee structure just seven minor decisions have been made, all without being publicly announced.
The ministerial system, which the States have promised will bring greater efficiency and accountability, will gather momentum next week as ministers get down to work in earnest after the Christmas break and a new-look website is launched.
