No-quallies flats ‘can be absolute garbage’

JERSEY residents without ‘quallies’ are having to live in squalid accommodation that is often uninhabitable and sometimes dangerous, according to the Housing Minister.
Branding some flats and houses in St Helier as ‘garbage’, Senator Le Main said that private landlords needed to start cleaning up their act. During a debate on the reduction of housing qualifications from 13 to 12 years’ residency in the States yesterday, Senator Le Main also vowed to bring laws before the House to protect non-qualified Islanders. He promised legislation that would guarantee non-qualified residents – those who were not born in Jersey and have not lived in the Island more than 12 years – protection of deposits and security of tenure before the end of 2007.
