Legal advice to stay secret

LEGAL advice given to ministers will continue to be kept secret from the rest of the States.
The Council of Ministers successfully amended the Scrutiny Panel Codes of Practice yesterday, denying panels the right to see ministerial advice from the Attorney General or other law officers.
It marks the end of a two-year battle by Scrutiny panels to make legal advice available to them when they carry out reviews into ministerial decisions or policies.
In a rare political intervention, Attorney General William Bailhache pleaded with Members to refuse the call.
