System ‘incapable’ of keeping States spending in check

JERSEY’S political system is ‘inherently incapable’ of ensuring proper financial discipline, the States Treasurer told a scrutiny panel yesterday.
Ian Black made the statement when giving evidence to a panel investigating States spending plans for 2009.
The lack of discipline in government spending was put under the microscope by the Corporate Affairs Scrutiny panel as ministers want to spend more than agreed limits and take public spending to over £531m next year.
The Council of Ministers also want permission for an extra ฃ3m to be put into a contingency fund for emergency expenditure.
