Why is recycling so difficult in Jersey?

WHY is Jersey intent on making recycling as difficult as possible?
There’s nowhere to take anything at convenient times. Most households doing a clearout will do it at the weekend and start collecting up the items to go Saturday morning. Hard luck, by Saturday lunchtime Bellozanne is shut until Monday. You can’t take anything in the evening. Once again it’s all shut.
Even if you make it to Bellozanne by Saturday morning, what do you do with items Bellozanne won’t take?
La Collette is an even bigger joke. This one doesn’t even bother to open on Saturday morning, and can’t even be bothered to leave a skip by the closed gate, for stuff to be left in.
The opening times are a joke. There needs to be at least one recycle bank that’s open 24 hours a day, 7 days a week, and that takes all types of recycling.
