The independent report raises serious concerns about the current system of licensing guns and the fact that it is honorary officers who have the say-so when it comes to who is allowed to own them.

As the law currently stands, Constables grant firearms licences, but it is the States force which has the responsibility of keeping a register of firearms owners in the Island.

The report concludes: ‘The process is considered to be inconsistent and ineffective in terms of minimising the potential risk of harm to the Island’s population through the inappropriate or illegal possession or use of weapons.’
It adds that since the last inspection, discussion has taken place between the two forces and progress has been made, but the process remains unchanged.
