How will this help the very poor in Jersey?

WHILE appreciating Bob Gaiger’s view on increasing the personal tax allowances to help poor people, I would ask him how it would help those people, and there are quite a few, whose income is so low they are not even asked to post a tax return as they do not qualify to pay tax anyway and are finding GST a burden.
Many OAPs are in this situation.
