Harcourt and States at odds over car spaces

DISAGREEMENTS between the States and its preferred developer at the Waterfront were aired in public yesterday.
Transport and Technical Services argued that the developer, Harcourt, must supply 120 more temporary car parking spaces than Harcourt was proposing to provide over the three years that it will take to build a road and tunnel at the Waterfront. And the Transport department insisted that work carried out on the tunnel must be carried out to its satisfaction. On day four of a public inquiry into the £350 million Esplanade Quarter, Transport chief executive John Richardson would not budge on his requirement of 320 temporary car parking spaces.
He said that the loss of 525 car parking spaces at the Esplanade car park would have to be made up with spare capacity at Sand Street and Pier Road, and 320 temporary spaces provided by the Harcourt.
The developer said that this would cause a ‘major challenge’ for the company, adding that they would appeal for a number that was ‘adequate rather than a safe number’. Harcourt’s engineering consultant firm Faber Maunsell said that the firm did a count of free spaces in Pier Road, Patriotic Street and Sand Street car parks yesterday and it estimated that Harcourt would only need to provide 200 extra spaces.
But Mr Richardson argued that this week was half-term and could not be used as an appropriate measure.

Sending someone out to do a quick count of vacant spaces on one day during the half term holiday when a lot of people are away from their desks does not constitute a survey of parking demand.
This is a multi million pound project with a huge impact on a least half the town.
The States are effectively ‘betting the farm’ on this one. If it goes wrong the mess will be mind blowing.

With the US looking to pass their Bill, blacklisting Offshore Juristictions such as ourselves, why on earth are we building a £350mln ‘financial district’ – the business is only here on account of our allegedly lenient taxes – blacklist us and we’re down £350million, have an empty financial quarter and Island revenue dropping by…70…80…90%??? We’re heading down a dark and slippery slope here people, time to add a little light to the matter…..

Day four and they’re still arguing! I suggest they just give up the idea of building this multi-million pound project. Whichever way you look at it, it’s going to cause nothing but problems anyway.

Remember this in 10 years time. The Esplanade Quarter will at night be a dark, dank place to be. They promise retail and food and bar outlets, but Dandara promised the same at the waterfront but have now have planning permission to convert the planned retail units to more flats. The waterfront is been lost to flats and the public will not have anywhere to enjoy this much prized area. The Esplanade Quarter will end up like many finacial districts around the world, cold,windy and depressing and the 2011 carbuncle of the UK!
