Smaller industries need protection

I’M just a tad confused.
On the one hand we have the tomato and carnation growers closing their doors due to too much competition from supermarkets, and, on the other, Jersey is considering allowing yet another chain of supermarkets to come in.
Shouldn’t we be doing more to protect the smaller local industries rather than letting the big boys in?
