Charged twice

I WAS offered the use of a friend’s mooring in the Elizabeth Marina, for a short period, while his boat is ashore. He has already paid his yearly fees for the mooring.
I was then informed by the Marina office that I would be required to pay for the use of the mooring, in addition.
Can the Harbours department please explain how they can justify charging twice for one mooring?
