Dispute over the real cost of incinerator
Wednesday 31st December 2008, 2:55PM GMT.
THE falling euro rate could add millions to the cost of the Island’s new incinerator because the contract rate has not been fixed.
The original £104 million deal for the new incinerator at La Collette included 75 million euros for European contractors. But the declining sterling/euro rate means that the cost could rise by millions – and the head of the States’ spending watchdog has estimated the damage at around £10 million.
It does not necessarily mean that the final bill to the taxpayer will increase, because the payments are staggered over three years, and what matters is the rate at the time when the payments are made. States Treasurer Ian Black said that the expert advice obtained by his department was to wait for the rate to improve, rather than fixing it when the contracts were signed in mid-November.
However, Public Accounts Committee chairman Ben Shenton – an investment manager – said that Islanders were probably looking at an additional £10 million bill based on the drop in the sterling/euro rate since the contracts were signed.

With all the so called financial acumen available in the Island, why were no futures contracts for the known currency payments taken out? At the very least, the price of the contract in sterling would have been fixed at the time of signing it, regardless of future exchange rate movements. Is the Island that rich that it can choose to ignore such basic good business practice? Do we have financial advisors in the treasury?

again another blunder that us the taxpayer will pick the bill up for one way or another.

Would Dr Rosemary Geller care to comment on the infant mortality rates in the electoral wards in Wolverhampton or Stoke of Trent? Both have incinerators and the high infant death wards are those with maximum exposure to PM2.5s from the incinerators.

Michael Ryan, an interesting fact and one that must be presented to the States, but as the traffic pollution is going to kill me off first i have no worry about the incinerator.

Another bout of incompetance! Any bets on how long it will take the States to completely destroy Jersey?
