Warnings that were missed

00509626_2_cropped.jpgTWO internal Hospital reports raising concerns about the performance of Dr Dolores Moyano Ontiveros were made prior to the routine operation which resulted in the death of a staff nurse.

The JEP has learned that the two ‘incident reports’ about Dr Moyano were made in the days leading up to the gynaecological procedure she carried out on Elizabeth Rourke.

But those in charge of the doctor either failed to act or the incident reports did not reach them in time to stop Dr Moyano from operating while they were investigated. One of them involved a caesarean delivery just days before Mrs Rourke’s death.

This week Dr Moyano was cleared of the manslaughter of Mrs Rourke, who died following complications encountered during her operation in October 2006.

All I can say is, thank God for Stuart Syvret and his forthrightness and determination. The truth has got to come out, and heads have got to roll. If you want to get a further insight in to this dreadful state of affairs, go to Stuart Syvret’s blog or Gil Blackwood’s. They make quite alarming reading.

Who are the civil service accountable to in this island, do they audit themselves, are they a law unto themselves – from the report in Saturday’s JEP it would appear that someting is incredibly wrong in process and procedure. It is extremely concerning that (at the time of writing this e-mail) no other local media source has run the story – it does make me wonder what exactly is going on in this island and must surely give credence to certain claims of cover-ups in other local investigations. We the tax payers of Jersey deserve a higher degree of accountability from senior civil servants who are extremely well remunerated for the jobs they have elected to do.

The senior managers at health should be suspended (as a neutral act) and a proper external investigation be carried out.

All the people of Jersey want is the truth. Only then can they begin to build a service that we can have confidence in.
