States adviser to feature in latest Heritage portrait

Colin Powell
ONE of Jersey’s longest serving and most senior government advisers is to be the subject of this year’s Jersey Heritage portrait.
Colin Powell, the international affairs adviser to the Chief Minister’s department, is to be honoured after advising the States for decades.
For the first time the Heritage portrait, which is due to be unveiled next week, has been painted by a local artist, Jason Butler.
Mr Powell worked from 1969 to 1999 for the States of Jersey, firstly as economic adviser and subsequently as chief adviser.
In 1999 he was appointed chairman of the Jersey Financial Services Commission, the body responsible for the regulation of all financial services in the Island, a post from which he has just retired.
He is currently adviser to the Chief Minister’s department on international affairs and in this capacity is engaged in negotiating tax information exchange agreements.

I don’t know which is a more ludicrous “honour”: a Jersey Heritage portrait or a gong from the Lieutenant Governor.
