Changes lined up on protected buildings

It is proposed that buildings like Sous l'Eglise in St Peter would be designated as listed buildings

A MAJOR review of the Island’s protected buildings will start this year.

The purpose is to streamline and simplify the current heritage protection régime. At the moment buildings and areas can fall into a number of categories, including buildings of local interest, sites of special interest and archaeological sites.

For example, the former Jersey College for Girls is a site of special interest, Highlands College is a building of local interest and Fort Regent is a proposed site of special interest.

In the review of the Heritage Protection Regime it is proposed that each historic building, structure or site in the Island becomes a ‘listed’ building or place with a grade. It is also suggested that areas of special character be protected by designating ‘conservation areas’.

    It’s not just a case of how to classify a building, they need to be looking at what protection that gives a building.

    Presently for example they can protect an old building, the owner then may decide the windows (that aren’t original) they could be faced with being either forced to spend a great deal more on ‘original’ style windows, rather than a modern window. If that is the case I do think that there should be a system of grants available for properties of property owners that have these restrictions put on their properties. What I’ve seen happen under the current system is poor quality like for like replacements of non-original windows, which helps nobody’s cause, or properties that fall further into disrepair because of the burden of upkeep.

    When charges for planning applications were introduced, the reason given was most reasonable, it was to establish a fund to maintain Jerseys historic buildings. The “Fund” is ever more larger as costs keep going up to even fit an extra window. The Fund now covers one third of the massive wage bill of an oversized and overpaid Planning department.

    Why is my house listed as house of townscape importance I asked the planning officer. Then I asked for a definition of townscape importance.
    Its a house in town, with other houses yes I said and its nothing special just like the other houses. So why has it been listed. No answer just smiles and waffle.

    A politician laughed when I told him of the meeting with the planning officer. He remarked, if its listed they become involved and charge you, they try and list every property.Therefore its all about the money and their wages. The Jersey Way, which frankly as with other islanders I am getting more than fed up of.
