Acting chief David Warcup has been put forward for the permanent position

STATES Members will be asked next month to approve the appointment of David Warcup as the next police chief, after Graham Power retires in July.

Home Affairs Minister Ian Le Marquand is recommending to the States that Mr Warcup – who is currently acting police chief – should officially be given the job that he has been carrying out since Mr Power’s suspension in November 2008.

Under the Police Force Jersey Law, the debate – in which the States are being asked to agree that the appointment should be for five years, from 21 July – will not be open to the public or media.

Mr Warcup completed a 32-year career in the Northumbria police, most recently as deputy chief constable, before becoming the Island’s deputy police chief.

    David Warcup is the best man for the job and all States members should support this. Haut de la Garenne was a farce and this man together with Mick Gradwell took the evidence by the scruff of the neck and made some sense out of it all. So a big thumbs up from me.

    I’m sorry, so-called ‘Rico’, but Warcup would be very bad indeed for Jersey. The comments about HDLG are, as usual, troll-speak as the evidence is now out that the police enquiry was competant and well managed. That’s from no less a source than the Association Of Chief Police Officers.

    Fact.

    The spin against Harper and Power is just that. Spin and lies. All the facts show the spin to be part of a cover up. A cover up Warcup seems to have been involved with – as, apparently it seems, was Gradwell.

    Jersey police, under Power and Harper, were being cleaned up.

    I cant believe they are even considering this man for the post, he has a huge cloud over his actions regarding the suspension of the previous chief officer that have not been subject to any investigation. This is fact not conjecture as is evident in the transcript from the review of Mr Powers suspension that is already in the public domain.

    States members must not rush to making a decision before due and proper process has been followed and the activities of Mr Warcup fully scrutinised.

    Ian Le Marquand and Bill Ogley have lost the plot if they propose Warcup. He us not the person needed to restore faith in the States of Jersey Police. Stuart Syvret is right about the how dangerous this is for the island.

    I agree with the above. David Warcup has a much better working record than his predessors and he at least cleaned up the dogs dinner up Haut de la Garenne. Its also refreshing to see that he obeys confidentiality and does not partake in 3rd rate blogs run by spin doctors.

    Stop worrying you guys and stop listening to Stuart Syvret. Since David Warcup came in we have had people tried for historic child abuse so don’t ignore that. Remember he has been in the job for 18 months and he has done a grand job. We have to get behind David Warcup and really we should be pressing our elected representatives to bring Mick Gradwell back as his second in command.

    Tony Gallichan these are pretty serious allegations here, do you actually have evidence to back up these claims or have you just been drawn in by the virtual world of the blogs and regurgitating hearsay?

    I don’t agree that Power and Harper did do a good job and thats solely from the behaviour in front of the cameras and now the use of ACPO as a ‘get out of jail free card’. Totally unprofessional and totally against the grain of public feeling.

    So what is it about Mr. Warcup that is so secretly sensitive that the States Debate on whether to approve or not approve his appointment as the next Police Chief, cannot be fully debated in public; out in the open before those who will ultimately have to foot the bill? So much for open and accountable government.

    Before debating the appointment of a second hand over priced copper to run our tiddly over hyped, over paid, police force, as put forward by the puppet minister for Home Affairs, States Members should be asking themselves: “Who is going to guard the Centurions?” States Members should be recognizing the fact that Jersey is in dire need of an independent Police Commission, one with the necessary powers, to over see all policing activities on this Island – assuming, of course that the people of this Island do not want to end up living in a Common Purpose, Matrix Trained, Progressive Police State!

    How do you work that one out? So we get people coming on the Interenet and insulting the head of the civil service and the Home Affairs minister who obtained a land slide victory in the last elections who both judge Mr David Warcup to be the best man for the job! Stop throwing toys, Graham Power was kept suspended for a reason and that reason will be known sometime this year I am sure. In the meantime you should support David Warcup. Either that or put up or shut up. That goes for a few of the other moaners on here!

    Come on! The writing’s on the wall for everyone to see.

    ILM has been presented with solid evidence that Mr. Power was acting as advised by more senior and experienced officers even than him, checks and controls were made and recommendations followed to the letter. Oh Dear so ILM case 1 falls away.

    I know lets start it up again but suggest that Mr Power fiddled the books or lost his pocket money earlier. That will need a few more reports an audit trail etc etc , six more months!.. remind me when does he reach the retirement date?

    Warcup should not even enter into any equation until this whole sorry affair is put to bed.

    The groundswell of public opinion seems to be against him, largely based on the evidence that is coming to light on a daily basis.

    If Ian Le Marquand is not prepared to take all considerations into account in his judgement of Mr Power, it is a very poor reflection of his capability as Home Affairs Minister.

    I just read your link and read this at the end-

His recent recognition in the Birthday Honours List provides further evidence that he is a well-chosen successor to the current deputy and will be well qualified to succeed as chief officer in 2010.”

    So there you have it, Graham Power endorsed him all the way back then. Case closed.

    Some believe that Mr. Warcup, Ogley’s dictatorial choice for the job, is the right one. Well they’re free, for the moment, to advocate such. But in the mean time let’s look at Warcup’s ‘common purpose’ record. Matrix trained to operate and manipulate ‘Beyond Authority’, he has allowed police officers under his command to break the law, lie to authorities and attempt to deceive the Royal court by introducing falsely obtained evidence – not bad for a start! No doubt and with a little help from his close buddy Ogley, he managed to have that disappointing politician fairy running Home Affairs, accept this kind of criminal police behavior as necessary and normal.

    During December of last year, that politician uttered what is probably one of the worst statements that has ever been made in the State Assembly over the past two hundred years, when he stated that and I quote: “The policy is that officers should operate within the law of the jurisdiction in which they are operating, but there will be exceptional circumstances which would require operating outside the law.” Just where in GOD’S NAME did this wishy washy Minister ever get such a perverted and progressively warped idea – other than from you know who…?
    Centuries ago, Thomas Moore had to remind his King, ‘That if he (the King) cut down all the laws and freedoms in England in order to catch the Devil, where would they hide when the Devil came after them!’ Think about this for a moment, because the morons sitting in the States Assembly on that day certainly didn’t bother – instead, the utter madness of this toothless Minister’s corrupt statement went in one ear and out the other to land amid the pigeon poop in the Royal Square – exactly where the proposed appointment for police chief belongs.

    No 8,I’m not making a fuss,just that any recruitment should be open and transparent and not just ” lets give the stand in the job.”The States of Jesrey needs to regain it’s credibility and handing a highly paid position to Mr.Warcup,just because he obeyed orders is not the way forward.
    The fact that Mr.Power is to retire is also irrelevant.His suspension has been farcically managed,has set a seriously bad precedent and lessons need to be learnt.

    The Association of Chief Police Officers (ACPO) is the lead organisation for developing police policy in England, Wales and Northern Ireland.

    ACPO coordinates strategic operational responses and advises government.

    ACPO coordinates national police operations, major investigations, cross border policing and joint law emforcement task forces.

    ACPO designates Senior Investigative Officers for major investigations and appoints officers to head ACPO units specialising in various areas of policing and crime reduction.

    ACPO is a statutory consultee.

    Rico, however, thinks “The ACPO reports mean nothing”.

    Rico’s various attempts to downplay the significance of a report from an organisation of such standing is disingenuous and exceedingly desperate. I am guessing that he may have his own agenda.

    Tony [4] – You state that a few well chosen excerpts of the leaked Association of Chief Police Officers report that the HDLG was conducted with integrity as “Fact”. The only “fact” is that a Chief Police Officer has deliberately leaked evidence in an ongoing investigation with the very to perverting the outcome of that enquiry. The only “Fact” would appear to be a lack of integrity, which I would consider is in itself valid reason to suspend any Police Officer.

    Jon, ACPO only guide its members. I have spoken to police officers about this. You are trying to make out that they are ruling body with over all responsibilty for Haut de la Garenne and the 2 Police officers in charge. This is nonsence and just a desperate attempt by Power supporters to worm out of a damming and factual report by Mick Gradwell. David Warcup is the best man for the job and testimony even from a post above via Graham Power proves it.

    I am trying to make out nothing of the sort ‘rico’. ACPO do indeed guide it’s members, inter alia, on matters of best practice.

    Their report suggests that best practice WAS followed (they mentored the investigation at least until Mr Haper’s retirement). The ACPO report is unfortunately at odds with the mysterious ‘interim’ Met report that no-one has seen, but on which Messrs Gradwell & Warcup suggested the entire investigation was a mess, and for which Mr Power was ultimately suspended.

    Haines, the authorisation or otherwise of the ACPO reports is irrelevant so long as they are unedited. They will still be what the author wrote. ‘Evidence is still evidence even if obtained illegally’ – recall that one at all ?

    If there is another, legitimate, side to the story perhaps the other reports should be produced in order to balance the picture?

    The fact that the suspension of Mr Power appears to based on the opinion of one man, Mr Warcup, further based on a ‘report’ only he has seen (and the authors were unhappy him using) and the fact that he then slots neatly into Mr Power’s job should certainly make any thinking individual raise an eyebrow. How would you feel if it were you in that position Haines?

    Jon you are jumping to a conclusion without having all the facts as you freely admit. These ACPO reports are, now lets be real here, outdated and irrelevant because they were put together at a time the investigation was edging onto a murder enquiry. The situation now is so very different and in anycase, as pointed out by others, ACPO cannot be used as a scape goat for what emerged afterwards. They are not there to supervise the enquire, the ultimate responsibility was held by the people in charge.

    The charges brought about HDLG were through the hard work by Lenny Harper’s team. Warcup is now taking the credit for someone else’s hard work.

    Good to see some can see the wood for the trees. From what I have read from other sources I have to say I believe Mr.Power.

    I have read the ACPO reports on Senator Stuart Syvret’s blog and found them very interesting. It is ashame they aren’t available on other media sites as well for the majority to see.

    It appears to me as if these media outlets are unable to access anything without it being handed to them on a plate. Where are all these investigative journalists, what are they doing?

    Reporting on cycle helmets and such low order things IMHO.

    The States should keep their options open and advertise the vacant post.

    There are one or two exceptionally qualified people out there who may be tempted to apply for the post and, if successful, would be coming home. There is one name in particular which comes to mind. Barbara Wilding, QPM. Miss Wilding has just retired as Chief Constable of South Wales. She began her career as a Constable in the States of Jersey Police in the 1960′s and is a Jerseywoman, born and bred. She has had an impecable and impressive career serving in a number of UK forces culminating in her appointment to the top job in her last force.

    There is probably one drawback in persuading her to apply for such a position. She knows Jersey and its ways like the back of her hand. Whilst she would probably welcome a return to her Island of birth. Would she be keen to rub shoulders with some of its politicians and civil servants?

    This seems a very good reference and total at totally at odds with the current conspiracy theory.

    Thats all it is Sanity – conspiracy theory. The Mad Hatter’s Blog has pointed the finger of conspiracy at so many people now (talking of around 40 here apparently) its just gone stupid. But more the fools for taking it all in. Nathan is right, they have no say or power, David Warcup has got the job and Graham Power is out. Love it or despise it they cannot change a thing because their influence on these key decisions in real terms amounts to nothing.
