Abuse inquiry: Power ‘at fault’

SUSPENDED police chief Graham Power should be disciplined for failings in his supervision of the investigation at Haut de la Garenne, the Wiltshire Constabulary report has recommended.

But the report has taken so long that it is now unlikely that a full disciplinary hearing will take place. Mr Power is to retire in July.

The Wiltshire Constabulary’s report has not yet been released, but the JEP has discovered that in its present form it criticises Mr Power’s performance in relation to a number of areas of the inquiry.

Criticism is made about the way in which the investigation at the former children’s home was described by the police to the media and the financial management and organisational structure of the investigation.

    This smacks in the face of the ACPO reports which Mr Le Marquand says he has not read, and were also supportive of the handling of the case, and furthermore showed that all their recommendations had been followed and completed!

    So, back to you Mr Le Marquand and JEP!

    I can think of 5 backbenchers and 1 constable who have been making a meal out of this suspension and trying to convince us all that Power was being used as a fall guy. Well the challenges against them in the next elections will be made and boy they had better get their stories right at those hustings because this has blown up in their faces big time.

    I would like to remind the JEP that the report from Wilts under normal circumstances will have recommended that there is a case for Power to answer and that he has not yet been found guilty of anything.
    This article is already assuming his guilt; [Power] ‘should be disciplined for failings in his supervision’
    It is up to the panel hearing the allegations to decide whether or not he is guilty of the alleged offences.

    “financial management” in what context? I presume they mean the state’s over seeing of money spent here? If they do then it falls squarely onto the shoulders of those in charge at the time IMHO.

    I can recall before Mr. Power arrived in Jersey, a senior member of the civilian staff at Police H.Q., got in touch with their opposite number with the Strathclyde Police and made a few enquires about him. The forecast of what it would be like under his command, turned out to be pretty accurate.

    I feel however he was aided and abetted by his oppo Mr, Harper, in ruining a once excellent police force and the resultant exodus of numerous experienced and talented officers.

    Whoever gets the post of Chief Officer now, has the unenviable task of rebuilding a lot of trust with partner agencies and the island’s population. He or she has to do that with a seemingly demoralised outfit that lacks a lot of experience. The best way to do the job in my view, is to keep it simple and get back to the basics of law enforcement. Do what the majority of the public want. Put sufficient officers on patrol to deal with the incidents of crime and disorder that we read about in the J.E.P., hear on the radio, or see on T.V.

    Well what a surprise -we have had this thing bigged up by insiders like “rico” and Matt -always bragging about “according to my sources” etc.

    HDLG was a big investigation and it would have been amazing if there were absolutely no aspects of it that could not be criticised – especially with and months of work and that wonderful thing -HINDSIGHT.

    I would repeat one of my previous comments from 31 March, prior to this “leak”:
    “”"Keep getting reports until you find one you like. Better still; Feed all the info you can and then organise it so the body of the report must remain confidential and then cherry pick bits of it for publication. Careful Wiltshire careful – this is a mucky business. “”"

    Not everything should be taken at face value – Often the devil is in the detail.

    The ACPO reports were not written with hindsight, were not cherry picked and I feel are likely to have been less agenda driven. The “rico”s of this world continue to assert that they are not worth the paper they are written on. I think we will decide for ourselves.

    There are two sides (at least) to every story.

    Hmmm, the phrase “current form” worries me. Has this report not been finalised even at this very late state? To make changes to the report now would admit that they have made a mistake. And to admit to making a mistake doesn’t bode well for the accuracy of the rest of the report.

    And I wonder why the JEP is releasing this select information publicly now?

    Just raises more questions to feed the “conspiracy theorists”; which I am led to believe is the new buzz phrase coming out of the States…

    AS FOR THE FINANCIAL ASPECT, Home Affairs appointed their own Chief Officer to oversea the finances of the HDLH enquiry. Harper was slagged by ogley for worrying about the costs!

    The Treasurer failed to hedge the Euros and lost the island 7 million – result – a smack on the wrist.

    If this is really all they can accuse Power of the JEP headline should more reasonably have been “IS THAT IT?”

    Ian Le Marquand has sunk to even lower depths with this ‘interview’ casting aspersion without evidenced fact, in yet another case of you’ll have to believe me because I am wiser and know better than any of you do. Because I’ve seen what’s in this report, and its not very good. But by the way I won’t commit to publishing it in its entirety so that you can read and judge for yourself.

    Having made a fool of himself on BBC talkback and again in the JEP this week, this latest action smacks of Le Marquand trying to wheedle his way out of a very tight corner. The weasel words in the interview that are purely innuendo raise more questions than answers for me.

    He said during the week ‘call me naive’ ok, I wouldn’t argue with that. Not realising that he was hopelessly conflicted in his relationship with Graham Power, he certainly is naive.

    He also said his position would be untenable, yep that would be right too – it is untenable

    I do hope he resigns, an honourable man would but to be honest I don’t believe he is an honourable man so the chances are pretty slim.

    Harry your comment is so spot on.Fact of life is that Senator Kinnard was in charge of Home Affairs and Bill Ogley was Powers senior.The importance of line management in such a serious investigation cannot be overlooked,so lets also discipline Kinnard and Ogley if the report is so bad.!
    If Powers should be disciplined over something like this ,then lets also discipline Mike Pollard and the H&SS senior team for the tragedy of Mrs.Rourke and the Veritas report ,aswell as the recent Child Protection disaster.Whats good for one…….

    Apart from the cases that have never gone to court because the offenders are dead or untraceable, many allegations of abuse at HDG have come into the public eye, and some have been proven.
    No matter how distateful it is to have to admit that this abuse went on in Jersey, that is no reason to sack a top copper who was just doing his job to his best ability.
    If he had been investing terrorists and just caught one, he would have been declared a national hero.

If you read my post I state that I want to wait and read the full report – not some snippets that have been leaked as part of a continuing PR campaign. I don’t just read Syvret’s Blog -I also read many, many things. Including minutes of meetings, full reports and in general, as much as I can about the sorry state that Jersey is in.

    I know the current ‘buzzphrase’ is ‘Conspiracy theory’, but sometimes theories get proved – and this one certainly looks like it will be. Matt, you and Fake Rico have trolled these comment pages for a long time now, seemingly taking pleasure in the fact that two police officers are being smeered and that so many victims of abuse are not getting justice.

    Chapter and verse please! When did Lenny ever say this?

    I have asked for the ENTIRE Wiltshire report to be made public. And if not the whole report, then an ENTIRE THREAD of one or preferably two disputed aspects of the investigation.

    So, for example, can we read for ourselves, from the very first mention to the very last mention, all the details, the notes made at the time of what was said at the press briefings, the audio on BBC the video from TV stations, everything, about, say, the teeth, or the “mass murder” which realist 28# refers to, or the “piece of skull”.

    If the Wiltshire report is any good, and at nearly 400 pages and a long long time and a lot of money, it should be, then such threads should be possible to release to States members and the public, in the event that the whole report cannot be.

    I trust that both sides are interested in getting as near as we can to the truth – or is wild supposition and seletive quotes in the JEP easier?

    What G Power is accused of doing is nothing to compare to the negligence and incompetence of some civil servants (death of a patient at the hospital) and yet he is the one suspended while they carry on in their very well paid jobs with fat pensions and with comments of “lessons have been learned”!

    As I have discussed elsewhere, I would have expected A.C.P.O. to have stepped in before now, to confirm or deny their support for the way the H de la G investigation was managed by Messrs Harper and Power. The problem is if they support the former management team, then they go against the current Acting Chief Officer and ex-Detective Superitendent Mick Gradwell, who was also an ackowledged accredited expert in major investigations.

    I recall on another thread you were firmly of the view that people in power can be ‘leant on’ politically, and that you specifically mentioned cronyism and nepotism.

    If your views are correct, and I don’t doubt that they are, you must have to acknowledge the possibility of this occurring in this case. You cannot discount it.

    Logically, who is more likely to yeild to being ‘leant on’ by Jersey politicians; ACPO or Wardup and Gradwell? I suggest it won’t be the former.

    Unless we get the full Wiltshire report, and its Terms of Reference, I prefer to believe what has been published in full and written by a body who had no reason (at the time of writing) to yeild to political pressure.

    We are not being given the full picture by our government. Do they simply expect us to believe everything they say just because they say so?

    Realist # 39 & 40. Unfortunately Graham Power isn’t the only person to remain silent. In the light of recent publicity, I would have expected A.C.P.O. to have said more about the conduct of the H de la G investigation, be that pro or contra.

    The lack of transparency concerning the history of this case, suggests – rightly or wrongly – a conspiracy of silence by the authorities.

    Perhaps Deputy Wimberley would like to comment on this, unless he has been warned about posting his views on this discussion board. This would be a shame, because ‘Disprit Dan’ has a right to tell us what he thinks and the basis for his assertions. Its called freedom of expression.

Whether you like it or not Mick Gradwell was a Home Office accredited Senior Investigator and I am sure he would have dealt with many more cases than the Morecombe Bay incident.I believe Lenny Harper’s experience as a working Detective was outdated. Of course I stand to be corrected, but I can’t imagine he was accredited and as up to date with the latest techniques as Mr. Gradwell.

    I know when I served in the police, politicians spoke to my Chief Officer who told me to back off from a particular investigation. I ignored this and although I had some backing from the Crown Officers, I suspect this damaged my career, as I didn’t progress as far as I had been assured I would, by the previous Chief Officer just a few years before. Despite this, I can look at myself in the mirror in the knowledge I had acted in the best interests of the victims.

    Grumpy Beggar also said, “We are not being given the full picture by our government. Do they simply expect us to believe everything they say just because they say so?” Unfortunately I do think many of our politicians are so arrogant that they expect us to just accept what they say. They need to move with the times and realise that with the internet, many people are more informed than ever before and are apt challenge what they profess to be true.

    I have researched Mr. Gradwell’s antecedents and contrary to what you claim, there a long list of major crimes he has solved. I am sure A.C.P.O. would respect his views.

    As I have discussed elsewhere, it is probable someone misrepresented the facts of the H de la G case to A.C.P.O. and they are now embarrassed that they were hoodwinked – remember senior police officers aren’t infallible.

    Without evidence of this surely you should be saying that it is ‘possible’ rather than ‘probable’?

    It is equally possible that someone misrepresented the facts of the H de la G case to the Wiltshire Constabulary – (without evidence of this of course.)

    My other problem with this whole saga is the issue of the mysterious Metropolitan Police interim report, which no-one has seen; which was the basis for Mr Power’s suspension; but which was only receievd AFTER the suspension letter had been drafted.

    Dirty deeds, done dirt cheap.

    This is weird, why do people actually give a monkeys about whether Graham Power is coming or going and do they truely think he actually deserves a States of Jersey Pension after all this? I was not amazed with his Haut de la Garenne dealings and I don’t know anybody else who was, so where are you people coming from because it cannot be from Jersey? His over seeing of Harper was nothing but a Police PR disaster and the Media exposed it all for what it was in the end, one big joke.

    This story is so politically loaded that I tend to be extremely skeptical about what I read in the paper. The media are the messengers of the ‘powers that be’ and are capable of making the innocent look guilty and the guilty look innocent.
    But no matter what is written about this case, the past cannot be changed, abuse happened (and not only at HdlG)…and the people who are most guilty of those heinous crimes against innocent children are those who tried (and are still trying) to sweep the whole horrid affair under the carpet.

    Gary (58) a decent question, but one that has been answered. Whilst harper didn’t make the claims that others here have stated he did, he did use the media to encourage abuse victems to come forward. I would point to the ACPO reports for comment on that. It;s interesting, actually, how a couple of reports slate Harper, yet others praise him, for the same thing. Surely facts are facts? A media strategy should be either correct or incorrect. Myself, I feel he did the right thing – he succeeded in gaining the trust of abuse survivors and in doing so, managed to get more witness statements. Remember, before this abuse survivors had been getting very short shift from the SOJP.

    The fact is, Harper and Power were, and indeed, still are, an incovenience to the Jersey Authorities. Why? Becausee the did a decent job and didn;t allow themselves to be leant on. And as such, it seems, they got a little too close…

    Actually Gary, my apologies, I misread your comment. Are you talking about the bone fragments? We know that a child’s femer is still unexplained. We also know that the so-called coconut piece wasn;t, that as just a term used by an unqualified tech.

    Can anyone offer an adult explanation why Wiltshire.police are involved,why not staffordshire refrewshier or any other shires…if we wanted clean overviews why not…Scotland Yard,the FBI or interpol…..could the establishment be influential in any Wiltshire report…?

    Tony Gallichan you are really scraping the barrel here. Do you honestly believe the Wiltshire Report is going to say “well done Harper and Power you did a really good job”. Power has been kept suspended for what 16 months and it has been reiewed monthly? Some of you people are going to have to stop bending reports and start facing the truth of it all eventually.

    At the moment there is only one full, unedited, report in the public domain dealing with the way the investigation was handled. The ACPO report.

    What the public want to see is the full, unedited Wiltshire report, and its Terms of Reference, and the mysterious Metropolitan Police Interim Reports that Andrew Lewis claims sparked the suspension (but which was received after the suspension letter had been drafted).

    er, Matt, no it doesn’t. I don’t believe I’m having to make these points seeing as they’ve been made before, but here goes. The restraints were named as such by builders – the media then fell on that and had fun with it.

    May I ask, just where do your sympathies lie, Matt or Rico? Trolling nonsense to denigrate the terrible abuse suffered by so many is reprehensible. I have no objection to a decent debate – indeed, I rather approved of the too-ing and fro-ing on a recent thread as I appreciated that some people were using their intelligence – on both sides of the argument.

    Gary, Grumpy beggar is correct. The only report – aside from the daming report into childrens’ services recently, in the public domain are the ACPO reports. And they were very positive.

    I agree that we need to see the whole Wiltshire report including it’s terms of reference, rather then small snippets.

    The truth is coming out and the appalling police behaviour ignorers are now stuck in a glitch with each other. They all have a seperate blog and they all join each others and they desperately try to get support but nobody is interested in them or their subject anymore. David Warcup will be sworn in to his new well deserved position in the Summer and Power/Harper will be a distant memory. The future has already been written, the Wiltshire Report will be the final nail in the coffin, the game they played was never fixed, they just claimed things that never were and never happened.

    The HDLG investigation was totally mishandled by those two officers.They have much to answer for and yet they appear to be above the law and below culpability.Let’s get the Wiltshire report published now.No doubt it will reveal failings on all sides.Let’s see it, as taxpayers will be paying for this £20 million fiasco for years.

    Indeed it is, however there are two issues covering the Graham Power issue here. The media exaggeration of perceived murders and the previously ignored shouts of help from abused children.
