Support is strong for ministerial change plan

NEXT month’s debate on changes to open up the ministerial system of government could be a walkover, after the States reform committee joined the Chief Minister and the senior Scrutiny chairman in backing the proposals.
On 12 October the States will debate proposals by Senator Alan Breckon that would scrap assistant ministers and standing Scrutiny panels, and establish panels of three to five States Member-boards to advise ministers on all big decisions, with the same Members forming the bulk of a revised ‘ad hoc’ Scrutiny system.
The Privileges and Procedures Committee has tabled formal comments backing the proposals, which were put together by a working party that included committee chairman Juliette Gallichan and vice-chairman Collin Egré.
