There may be better ways to improve safety

THERE has been some correspondence recently on the possible introduction of a Jersey version of the UK MOT test.
Before we rush to introduce another law which will further increase the cost which has to be borne by the Jersey motorist, we should perhaps consider the benefits, and the costs.
There is no doubt that garages will benefit and it could be argued that some of the currently unemployed will benefit, that is if we ensure that local people take up the posts created. Similarly the Treasury will benefit, more wages earned, more tax. If we are to believe what the garages tell us, we will all benefit from having safer vehicles on the road.
But what of the costs? With over 13,000 vehicles registered in Jersey, perhaps 10,000 will require to be tested each year, over 250 per week. Assuming a cost per test of £30, this equates to Jersey motorists having to pay a further £300,000 per year. To ensure that all vehicles that are liable are actually tested, additional Civil Servants will be required and of course a percentage will be added to the test fee to pay for these.
All of these costs are, of course, unimportant if greater road safety is the result and there is a significant reduction in the number of traffic accidents. The question is how many accidents will be avoided?
It would be helpful if the reduction in the number of accidents, injuries and fatalities could be predicted. Presumably the number of accidents per year resulting solely from defective vehicles is on record with the Police or with Driver and Vehicle Standards. It would be useful if this information were to be available to enable a more detailed analysis of the subject.
It is possible that there are more cost effective ways of improving road safety.
