The old Odeon cinema site in Bath Street currently has building of local interest status

ALL the Island’s historic buildings are to be re-examined to see if they should be retained as listed properties.

Jersey Heritage Trust will manage the survey, which will take place next year and in 2012, on behalf of Planning.

All existing buildings of local interest, including sites such as the former Odeon cinema, and sites of special interest will be labelled as listed in one of four grades, but the change will have no immediate effect on the planning controls for historic buildings.

Environment Minister Freddie Cohen said: ‘The current system of BLI and SSI is confusing and doesn’t protect our listed buildings as well as it might. This new system will identify the most important buildings and ensure that they are properly protected. So-called lesser buildings will only have the important elements protected.

    This is typical of the States of Jersey, keep the boys employed.

    Last week in the JEP, we were told Jersey Heritage closing sites over winter, administration to be kept on.

    This week, its a safe bet to assume,far less tourists next year due to UK Government measures kicking in less need for Heritage Trust large staff base and a budget now over £3 million.

    Lets invent a project for Heritage so they all have bits of paper to shuffle around.

    Its only the tax payers money !

    Sack Freddie the “Destroyer of our architect” Cohen and you might get some change in policy. He says he has been given the £43,000 job as states member to make sure we have world class architecture.

    Well here’s the problem with believing your own hype!

    Surely it is time to curtail the planning department’s power over what one does with one’s own property, e.g. you are told what windows you have to use when replacing regardless of your own wants, plus you seem to need permission for a garden shed, fence etc. Rediculous over bureaucracy and interference.
    With their control over design (or lack of design in the case of certain developers, no-one would ever be allowed to build a folly but must always construct a building in a style acceptable to the planners.
    I am not calling for a complete removal of planning’s powers, but these should be restricted to whether constructions meet safety and suitability requirements, not design and the sensibilities of unconcerned parties.

    So, Jersey Heritage Trust are to undertake the historic buildings survey, “on behalf of planning”.Can we expect some proven professional expertise from the volunteer trustees,whom are mainly those with accountancy and banking backgrounds and will that advice be independent of planning? Will those whom live in historic houses and are not allowed double glazing for instance, be further subject to restrictions? Will the grant system for essential repairs, not maintenace, be restored as it’s been quietly withdrawn and diverted into eco insulation grants? Will the planning department and its Minister make a public statement on the withdrawal of those grants as they are supposedly still in place?

    The odean should be a site of special interest; wasn’t that mooted a few years ago? I thought it had been so listed. If not, it could be listed now. Make no mistake, there are all sorts of secret little deals being cut which will, if successful, lead to bath street looking like all the rest of the eyesores which they have created over the last 10 years or so at great public expense.
