Deputy’s States reform proposals are published

PROPOSALS to hand over States reform to an independent commission with a wide brief covering all States seats, terms of office and voting rules have been formally published today.

Deputy Daniel Wimberley has tabled a proposition to take the matter out of States Members’ hands by setting up a commission that would report back by the end of 2012 and would have to put its conclusions to a public referendum.

Under his proposals, if the result of the referendum is not 60% in favour. then the commission’s findings should be dropped.

    This probably the best and maybe the only effective way forward.
    Get it out of the hands of the States and hopefully we can have effective reform.
    The only things that most people seem to agree on is that the present system is awful and the proposed loss of four Senators will make it worse.

    Whatever the commission comes up with, the referendum must not be just another Jersey fudge.

    Hopefully the commission won’t consist of more English telling us what we should and shouldn’t do to suit them. Get a concensus from local inhabitants only, or ask a neutral country which will judge things without the pro Britain/anti Jersey agenda that always seems to be Westminster’s intent. The Swiss system seems to be more desirable

    Locals only on the panel would never be seen to be unbiassed and fair. Outsiders only would be regaarded as not understanding the loacl scene.

    hence my proposal for 3 of each.

    My report says this:

    “The 3/3 split between local and non-local commissioners is designed to ensure creative tension, in that a majority of one will not normally be sufficient to decide points, and also ensures that the group is not too large. It is designed also to provide equality of weight between locals and non-locals as the task is carried out.”

    The check on whether their process has indeed been thorough and fair is the refefrendum which foillows the review.

    “the existence of such a referendum is itself the guarantor of a robust and fair process. In the end it is the public who will decide how they elect their representatives.”

    Having read P15/2011, I feel it’s a sound piece of work, well-argued and concise. My only quibble would be that the graph appendices may confuse some readers, particularly in respect of ‘people who are represented even though they don’t exist’. The central point, however, that electoral reform is not a subject the States should attempt to tackle piecemeal or unaided, is surely a strong one: The conflicts of interest (real or perceived) are simply too obvious.

    If The Deputy of St Mary only achieves this one thing during his time in the States, he will have still done the Island a great service.

    I just hope that the States, for their own good, but more especially for the good of the Island, have the sense to support Deputy Wimberley’s proposition.
