Jersey’s top civil servant  Bill Ogley is to leave his post at the end of May.

A statement from Chief Minister Terry Le Sueur at lunchtime today said that he and the States chief executive had ‘agreed to a mutual termination of employment’.

    Mr Ogley is being paid off as Mr Stuart Syvret predicted. Infact I start to wonder if Mr Syvret has a crystal ball, as he has been so right with all of his predictions. I wonder how much the golden handshake has cost us.

    This is good news in my opinion. I hear complaints about him from people who work in the states, and much criticism around the various scandals in recent years seems to connect him in one way or another – although that doesn’t make it true of course. Hopefully we won’t need to replace either, since John Richardson’s ensconced.

    there’s Over £200,000.00 the states can save, use it to re introduce the milk for the kids. Money better spent in my eyes than Mr Ogley’s contribution to Jersey.

    Put a smile on my face, which is more than Bill Ogley has ever done with the wages he has been getting … Not to mention Steven Izatt ‘s of Waterfront kwango fame . Just to much money been spent on these civil servants in my opinion.

    When did Chief Minister Le Suer start having meetings with BO concerning his leaving? BO was disciplined ref the Napier Report. He is neck deep in the scandal of the unlawful suspension of the former Chief of Police. He is neck deep in the removal of former Health Minister Stuart Syvret.

    Never an admirer of this man, what has he done for the good of Jersey in the last 7 years. Nothing, I challenge anyone to produce one tangible positive result. But he is not a stupid man, he can see the storm clouds coming. The elections in October….he was going then in any event as are a lot of the house who support this extreme right wing ideology instigated by Ozouf and implemented by Mr Ogley. At least the Egyptians stood up and it’s time for middle Jersey to put an end to this madness.

    Isn’t it interesting how all the posts feel the same….why does the man in the street know what is wrong on the rock…and yet the powers that be splutter inane excuses hither and yon…then pay OUR money through the nose to be rid when it is so obvious that even people in Swaziland know it and cringe….and how relentlessly right Mr Stuart Syvret keeps on being, spot on about most things and usually well ahead of time,I really do not know how the Council of Monsters can look anyone in the eye,they must really go at the booze and Prozac to kill their consciences to such a hellacious degree.

    JERSEY’S top civil servant has told the Chief Minister that he was not involved in the set-up of Operation Blast.

    In the States yesterday States chief executive Bill Ogley was unmasked as being the ‘second individual’ named in suspended police chief Graham Power’s memo about the secret police dossiers.

    As Terry Le Suer and Phill Ozouf are on the states employment board, the same board that deliberates on Mr Izatt’s pay and bonuses, thought It reasonable to ask a question as a taxpayer.

    As the leader of Jerseys Government,did you negotiate a little discount for the benefit of Jersey based on past indiscretions, by the employee retiring early ? go on tell us how much this has cost the hardworking taxpaying people?

    I for one think he has done a decent job, in very challenging times.
    Lets be honest, like David Warcup and Mike Pollard he has a wife and family, children, all who will have been hurt by the constant abuse and allegations from the author of the vile blogg and a few other sickos.

    The States has appointed a new chief executive
    Jersey’s most senior politician has said islanders can expect to see better public services thanks to a strategic policy which will be overseen by a new civil service head.
    Senator Frank Walker, president of the Policy and Resources Committee, said the new States chief executive’s brief will be to focus on domestic issues, specifically ensuring better public services.

    Bill Ogley is due to start work in May as the new chief executive.

    Mr Ogley has said he knows he has a huge task ahead of him and that he will work to ensure the government commands public respect.

    Mr Ogley said he believed there was a huge distance between the public and the States.

    He said one of his first tasks will be to bridge that gap and put the public at the heart of government decisions.

    Mr Ogley, who is credited with making Hertfordshire County Council one of the best performing authorities in the UK, said: “I’m aware of the problems and looking forward to the challenge.”

    He said he wants to make islanders access to services quicker and faster.

    Senator Walker said changes will not happen overnight but they will be noticeable.

    He hopes that in so doing, they will help Mr Ogley deliver more cost-effective services.

    Mr Ogley is due to start work on 12 May 2003

    Mr Eric Pickles MP will not be supporting anything like the salary he was on here,but then with what he has made out of here & will continue to do so no doubt with payoff,pensions etc he won’t need to work again.

    Why do you think Mr Ozouf is so desperate for those extra 2 senator seats this coming election? Nothing to do with democracy. The Chief Executives position was untenable after the Napier Report just like David Warcups.

    As someone who once worked on a project or two with Bill Ogley, I would say that he was very sharp and extremely hardworking. He was also very politically astute. On the other hand, civil servants (especially the majority of career civil servants who were essentially loyal but not brilliant) generally viewed him with a mixture of fear and dislike. Some of his mantras “just do it” and “better, simpler, cheaper” never really got off the ground.

    But whenever I worked with him, he seemed of the highest calibre. My fear is that the real problem with Bill (as it is with Ozouf) is that he was more busy making alliances and playing politics than he was actually doing things.

    And there were an awful lot of ridiculously overpaid appointments that happened on his watch. And not a huge sign of the efficiencies he was supposed to bring (e.g. despite TLS’s statement to the contrary when ITIS was introduced, we still have separate ITIS and SocSec forms to complete).

    I would say great- about time. But knowing how things go down, the replacement will cost us more in any case, taking into account the probable ‘golden parachute’ for good old Bill.

    Oh no – I’ve just had a thought! We may be lumbered with John Richardson, Bill’s deputy. Remember how JR was tasked with saving us all loads of money? Well he hasn’t convinced anyone so far, least of all Scrutiny.

    I wouldn’t dismiss boomerang’s views (58) out of hand. BO is one of a long line of civil servants who appear to be unable to achieve in Jersey what they have managed to achieve elsewhere. Rather than always blaming the civil servant, perhaps we should look closer at the “real establishment” in Jersey (i.e. the unions and middle ranking civil servants) who make real change impossible.

    There are football clubs like this: Newcastle and perhaps now Liverpool are the most obvious English ones but globally, Inter Milan were famed for decades for spending top dollar on great players who were rubbish when the donned the neroazzuri. It’s worth recalling Dennis Bergkamp couldn’t score when he played for Inter.

    Look at the scenario at Esc- 6 Directors reporting to a Chief.

    Harbours- a Commercial Director and Deputy Commercial Director….

    The list goes on..

    Don # 59. Good points made here, however there have also been examples where mediocre ‘players’ have played their socks off when inspired by an excellent leader. Todate I haven’t heard anything inspirational come from the lips of Mr. Ogley.

    Leaders would overcome problems caused obstructive and troublesome middle managers. These can be given instructions and deadlines and if they don’t do what is required, meet the standards, or do the job in on time, they can face the discipline code.

    The usual procedure is for a verbal warning, followed by a first written warning, a second written warning and then dismissal or demotion.

    I am ex-H.M. Forces, where discipline was pretty robust. Senior Officers had a tight grip on things. All you have to do is look at the Foot & Mouth situation, that occurred 10 years ago in the U.K. Local authorities were almost completely lost until the military took over.

    He may be good at divising work processes and management speak, but there is little evidence he has achieved a great deal.

    Arthur Smith # 61 – Just because other Senior Managers have failed, it doesn’t excuse Mr. Ogley. Maybe if we had more inspirational political leaders, who knew what they were doing, it would help. We shouldn’t reward failure.

    Out political masters should set deadlines and benchmarks for their senior civil servants and if they fail to achieve them, they should be given them the boot. I get the impression however that ‘bull poo’ baffles brains and the Chief Minister plus his cronies are frightened of the senior managers they employ.

    #59 You make a good point. Rangers always bought top players that were injured before playing a game for the team. If someone has proven to be very capable somewhere else then there is a chance it is the setting that is the problem and not the person.
