Major changes in Island Plan

Environment and Planning Minister Freddie Cohen

PLANS to build 4,000 new homes, create a national park and to give nearly 600 vergées of land better protection against development will be presented to the States next week.

The Environment Minister is to lodge the draft copy of the Island Plan – a ten-year framework and ‘rule book’ that will be used to decide Planning applications – with the States Assembly.

Senator Freddie Cohen said that it was a ‘ground-breaking’ plan, which would ‘provide greater protection of the countryside’ and ‘regenerate the built-up area with the provision of high quality homes’.

    This will please Dandara then.I’m Really Amazed that, despite the Irish building industry having been decimated by the crisis in that country,Dandara can still finance so many multi-million pound projects here, so who is providing the money? Oh,by the way, who is going to live in these 4000 homes? Assuming a minimum of 3 people per household, that makes an increase of 12000 in the population.We already have the highest unemployment on record so what will all these extra people do? FC shows yet again that he is totally lacking in any understanding of the real world.

    With the prospect of stagflation and maybe the end of growth or even decline in the finance industry looming this looks like a large piece of pie in the sky.
    Freddie Cohen was elected to the States and with no experience at all given one of the major portfolios. The disasters that he has inflicted on the island will be with us for decades.

    Were in a recession and its going to get a hell of a lot worse judging by europe, asia America and now the middle east! Who will buy these 4000 + 200 homes already on the market? Are these 4000 for more states tennants or for the public, Remember In jersey High quality means very expensive, so not first time buyers either. What is this man playing at? i know a 5 year old with more economic understanding than the vast majority of the states members, especially Mr Cohen who keeps going down in my estimations.

    This is typical short termism, aiming to stimulate the building industry and provide employment for a few. However, with easily available fossil fuels at or even past their peak (notice the scrambling going on in the Middle East), an unsustainable world overpopulation, and climate/environmental issues, FC and co are just papering over the cracks. Economic growth on the scale of the last 20 years will NEVER happen again. Governments around the world are cracking down on lost (unfairly, let’s be honest) tax revenue, so Jersey’s main industry is doomed. What will become of these homes once the fickle rich have departed, which is inevitable?

    How does he know we need 4000 houses as we haven’t even had the census yet to plan for these things.Just another excuse to bail out Dandara.
    And whats all this ‘protecting the counryside’.Sounds more like cram everyone in boxes in St.Helier so the millionaires can have nice views.I have lived in St.Brelade all my life,what are the plans for affordable homes there.The Island Plan seems to be rural and coastal areas for the rich and everyone else can look forward to raising families in Dandara boxes in St.Helier.What a bleak future

    Yes, I support the proposal to create a national park, though surely all our wild zones are the equivalent already? These wild zones need maintenance!
    I agree with the movement to protect land better too, look at la Grande Route de la Cote and the surrounding aborder now compared to 20 years ago… and by making the road 30mph is basically approving the district as a residential area!
    What happened to the 100,000 person cap too? My heart is literally wrenched by the direction the government insists on going in… Jersey NEEDS to maintain its local aspect, for tourisms sake, for the sake of the economy (as a degree of self-sufficiency/micro-community is essential for the long term survival of a nation), and for the sake of the people and their identity…

    WHY DONT THEY HEAR?!?

    Has he made a deal in India to bring thousands of cheap workers to Jersey ? Quallies only exist on paper now. Plenty of unqualified people live in A-H housing as buy to let landlords think it’s worth the risk of being caught and if they are unlucky they pay the fine with the collected rent. Terry Le Main, when housing Minister, let it slip in an talback interview that the department only had one “snooper” to deal with fraud or illegal occupancy

Islanders detest what you have done to this island, take a walk down the beach at Portlet, turn around and you’ll see just one example of how you have ruined this beautiful island. You can not destroy the countryside like you have then make a token ‘green’ gesture and expect people to approve of what you have done, wake up.

    The National park is only a new way of reducing the amount of protected land.

    They will say no building in the National Park, at all, that really means, we will consider everywhere else.

    I propose creating an area in the north of Jersey where no slurs on Freddie’s reputation can be made.

    This would kind of make you think you can make allegations against him everywhere else or why else create the area?

    I am 17 years old and I hate all the ugly buildings that are being put up around this used to be beautiful island. Putting another 4000 houses would then lead to obviously more people – more cars / more conjestion / pollution. I have always wanted to stay and live in Jersey and maybe one day bring my own children up in Jersey but will have second thoughts as this island will eventually just be one big building and the beauty of the island destroyed.

    I’m glad I am of age to vote as you will NOT be getting mine.

    Senator Ozouf has previously declared his intention to increase the population of this Island to something in the region of 120,000 with his plan to build umpteen office blocks on the Esplanade and other fancy ideas, that is a matter of record, in reality, the unemployment figures continue to rise, the long term future of Play.Com Indigo Lighthouse and similar Companys is in serious doubt with the prospect of the U.K. Treasury closing the V.A.T. loophole eventually.
    Last year, the Finance Industry lost over 480 people, the is no evidence that things will change in the short term, with the announcment that a further 16 were sent packing last week in the Finance Industry which incidentally is the only “game in town”.
    Optimism is a great thing, I would appreciate however if Senators Ozouf and Cohen would explain in great detail exactly why there is a need for 4,000 new homes in Jersey.
    There have recently been a record number of “open viewing” adverts in the J.E.P. a glut of properties on the market up for sale, if ever there was a “buyers market” in Jersey, then it is now.
    Are there so many people living in “sub standard” housing, I do not think so!
    As far as Tourism goes, they appear to clutching at straws,as, in my opinion it will take a lot more to attract visitors to Jersey than having the Jersey weather forecast displayed on National T.V.
    Most people see things as they really are, in black and white, if Senators Ozouf and Cohen know things we do not, then tell us the truth instead of the usual spin and b******t.

    To all those who believe the hype and spin from the states communications unit good luck. To the rest of us that have been watching these events unfold over the past 10 years we can see it for what it really is.

    Mass immigration at the expense of the local population. Sell Sell Sell is the order of the day. If you take an average price of £450 K and times it by 4000.

    What figure do you get?

    For those of you without a calculator its £1800000000.

    Now you work out why Freddie would want to change the island plan and factor in who will get to build the new “units” of accommodation.

    What a tragedy. The good people of Jersey are faced with a choice between the wealthy feathering their nests and union lackeys without an idea in their heads.

    Look at our roads, hospitals and schools. If we have 4,000 extra houses that will be 10-15,000 extra people. Who will profit from building houses? Dandara and Antler. Who will pay for the infrastructure? You and me.

    Look at all the properties held empty by money grabbing landlords who will not rent out their properties for less than extortionate rentals.

    Tax those landlords as if the properties were rented out and I think you would quickly see rentals falling.

    Mr. Freddie Cohen is Independent Non-Executive Director of Max Property Group Plc. He was elected as Senator in the States of Jersey in 2005. He was appointed Minister for Planning and Environment in the same year. He was a Trustee and Vice Chairman of Jersey Heritage Trust from 1998 to 2005. Prior to 2000 he ran a private residential and commercial property development and investment company.

    It stinks worst than bellozane. This has got to be invistigated.How can you have a man thats on a development board running planning!!!!!!!!!!!

THe ability to topple such purported politicians is to have the finacial backing and time to invest in a strategic political plan. A complete lack of a definative plan for Jersy based on a continuous review by “politicians and the public” rather than self-serving “politians” many prevent ridiculous ong term plans such is being proposed by Mr Cohen. Jersey, you need to review how politics is run, this is 2011 not 1102!!!

    Much as I like a bit of Freddie bashing myself, it is becoming the national sport, he is blameless in the case of Max Property.
    Max Property invests in distressed UK property assets and as far as I know it has no Jersey assets at all.
    It latest acquisition was 29 London pubs, so no conflict of interest there;

    Almost all the posters on this thread are ignorant, prejudiced and intolerant, and some are racialist as well.
    The Island Plan, as I read the same announcements as everybody else, seeks to protect the countryside and regenerate urban areas (that means the town)
    The Whitehead Report states that there are significantly more households in Jersey than homes. That means there is a housing shortage, stupid. That accounts for the high cost of housing.
    Nobody said that the States are going to pay for 4,000 new homes.
    Nobody said that 4,000 new homes are going to be built as a result of the Island Plan. Even if they are built, it could take years.
    If Dandara build homes, they have to sell them, otherwise they lose. If they take the risk, good luck to them. We need more homes, to house people who are not housed.

    I think this needs to be seriously investigated.

    This has the potential to be a total conflict of interest from all parties that sit on any board of directors of a development company. The very fact that an advocate of the royal court is also on this company’s board and on finance should set alarm bells ringing.

    Any decisions that are made politically by the housing minister and by the planning minister could potentially have far reaching financial implications to them.

    There are far too many ex developers lurking in the wings of our new quango development company. Freddie has his fingers in far too many sticky pies for my liking they are all developers for a reason, MONEY.

    If Freddie gets his way he will set a builders charter to the tune of £1.8 billion. This is if the average price per unit is £450K. It will then be who will get the deals to build and who gets the money at the end of it.

    He is going to change the island plan for the benefit of developers as he is one and NOT for the people who have to live in the under sized and over priced rabbit hutches that he keeps passing at planning.

    Max-imize profit at whatever cost.

    That’s you and me the taxpayer paying again.

    4000 homes with uk purchased kitchen , bathrooms and bedrooms fitted by an army of non locals, is not going to help the local economy…

    There s a lot of houses for sale on the market, but if you look at what you pay for what you get, it is not surprising that they can’t sell them in this climate.

    You’re kidding. They are so obsessed with traditional architecture that in recent decades we have seen newly built estates comprised of miserable looking ‘Jersey’ cottages with high rooflines and poky little windows. No room outside for swinging a cat, let alone parking visitors.

    Why not more imaginative bungalows with plenty of space around them, encouraging a lower population density coupled with better quality of life?

    I know. Because the ‘traditionals’ maximise profit from each site.

    1. Freddie Cohen is a director of a UK property company – no conflict of interest as they are not buying or constructing in Jersey

    2. The 4000 homes is what the civil servants came up with based on census and other reports. It is to be built on brownfield land -it’s not like Freddie just came up with a number + it was all planned years ago – there is nothing new here – the island plan has been out for consultation for 2 years.

    3. It’s not Dandara going to build on on those little sites it is far more likely to be small builders – and so what if it is Dandara

    We are led to believe that the Islands population is only growing by a small number of people each year (Ha Ha!!) So why is there a constant need to build thousands and thousands of new homes? Where were all these people living before? The rate at which this Island is being over developed is a major concert “very poor quality development at that” Are we going to let Cohen distroy any more of the Island, the way he has at Portelet. The Island is looking very very sad!!

    That is true,but the point i was making is where do Cohens priorities lie.Planning and Enviroment Minister,Foreign Minister director of development companies.

    Seeing as we’ve only just sent in the census forms i think that argument is flawed.I can’t understand how he can come up with an Island Plan without knowing the population.Unless he knows something we don’t.

    Overpopulated

    What I don’t understand is who the developers think are going to buy all the houses currently for sale. I would hazard a guess that the majority of immigrants earn too low a wage to buy even if given ‘quallies’.

    Many people who bought in the boom years will not have enough equity in their properties to trade up and banks require large deposits in anticipation of further price falls.

    Even the £2 million plus market does not seem to be moving.
