Deputy considers delaying move for park railings

A ST HELIER Deputy says she is at a loss to understand how the decision to include railings around the Millennium Town Park was reached.
Deputy Jackie Hilton is considering lodging a third party planning appeal to prevent a ‘hasty’ move by the Environment department to finalise their decision about park perimeter security.
The Environment department consulted the States police, who recommended that ‘consideration be given to low fencing or hedging’ being placed around the park.
However, the Deputy added that she had since been contacted by Environment Minister Freddie Cohen, who told her that he was not ‘wedded’ to the idea of railings and would consider other options if people came up with suitable alternative suggestions.

If this little heard of pretend politician lived in the area, she would soon recognise the need for a railing around the Town Park, vandals, drunks,etc,, they will have the place wrecked inside a month, a constant maintenance repair bill, therse people have no idea what the area is really like, 5 pubs within a few hundred metres from the place, and it will be a magnet for d******ds, with no consequences when they are caught ripping the place apart.

Parks have always had railings.

London is an example of learning from experience. Squares surrounded by housing had their railings removed to support the war effort in WW2.Most if not all have been restored and gates locked at night.I used to live in a square in London with restored railings but unlocked gates.The inhabitants of the surrounding houses, which amplified noise from the park in the middle, caused by drunks,feral teenagers and arguing couples,in the middle of the night,were regularily disturbed and awoken.When the gates were locked at night,the regular calls to police ended.Police time costs the taxpayer and with railings and gates locked at night,it will ultimately be money well spent.In any case, surely the cost of railings will be accrued to the developers?

The costs of securing this area were not included in the tender process for some inexplicable reason,are we to be surprised at this? No! Because the park has only been in the planning stages for 11 years,so what should we expect.This is true to form of this shower of misfits that represent us in government.Whatever the outcome it will not be cheap,and once again the taxpayer will foot the bill.
If we are to be perfectly honest,in the current financial ruin that we find ourselves in,thanks finance industry,and soaring unemployment for the young,this money could have been better spent getting people back in to work.To compound the issue this area of town is a total wasteland and proposals for a substantial regeneration of the area were turned down because we so badly need to keep the Odean.I wonder if Planning Permission was sought for this monsterously ugly building today,whether it would be granted,I very much doubt it!Who wants keep this ugly grey building for future generations?No one in their right mind is who!

I live in the area and would hate to see it fenced off in any way.
BUT!
If after the park is opened and we have all had time to experience it and there is then a reason to erect railing OK but in the meantime let’s give the lower cost option a chance before we turn it into a prison look alike.

Feral teenagers??
you only have to look at Springfield when the gatesare locked the Feral teenagers just climb over th top of the gates causing damage along the way.
if our police did their jobs and had foot patrols on a regular basis this would cut down on vandalism and lots of other small crime .
a green and pleasant area for the townies taht you cannot access again, how much vandalism happens in parade gardens and the peoples park these are not fenced in.
then again maybe the states are thinking of charging people to use this park and will have turnstiles incorporated into the fencing.

It was suggested that some barrier was needed in case children ran into the road. Perhaps cotton wool would be an appropriate material.
