£100,000 review proposed to boost States efficiency

A MAJOR review of the way that the States works and the jobs that politicians and top civil servants do has been proposed by the Council of Ministers.
Five years after the ministerial reforms took place, ministers are proposing a wide-ranging review to be conducted by a ‘cross-party’ group of nine States Members.
They say that the £100,000 review should consider:
• Whether controls on taxpayers’ money are tight enough.
• The roles played by senior civil servants.
• How everyone in the process can be held to account.
• The roles played by ministers, assistant ministers and Scrutiny panels.
• Whether ministerial and department remits should be rearranged.

At the risk of being called a cynic this is going to be yet another waste of time and money, simply because our government lacks the gumption and wit to change anything. And even if they wanted to the civil servants wouldn’t let them.
Here’s my views -
• Whether controls on taxpayers’ money are tight enough.
There are no controls. The list of overspends, consultancy fees and inflated pay packets says it all.
• The roles played by senior civil servants.
You mean the games played by civil servants.
• How everyone in the process can be held to account.
Pigs will fly. Remember the potato mountain at Beauport – we’re still paying for that one. And there’s the fx scandal – no one to blame, eh Senator Le Sueur? Just sick leave and retirement (all at our expense).
• The roles played by ministers, assistant ministers and Scrutiny panels.
A joke – otherwise, the overspends, cartels and sheer incompetency would be addressed. Everything will continue to be dealt with with the same urgency as Senator Ozouf’s enquiry into the price of fuel.
• Whether ministerial and department remits should be rearranged.
So that they can all continue to point the finger at someone else – “not me gov”

Another crowd of U.K. consultants no doubt. We might as well get rid of the Council of Ministers, they always seem to pass the buck for doing any hard work to a bunch of outsiders. Still, I suppose they can always point the finger of blame elsewhere if it all goes belly up.

Can we have a review of all the new ‘benefits’ that have been proposed but obviously not costed.
1. New hospital
2. More ‘social’ housing
3. Waterfront development
Where is the money coming from for all this?
Do we need any of this in hard times and an uncertain finance industry?

If ‘you’ (SoJ) insist on investing in the future of the island invest in our children…BRING BACK SCHOOL MILK!

Surely the English expert who will lead the review will be paid more than £100,000 so the review is bound to cost us more than £200,000 as there will obviously be no Jersey person of suitable qualification to take charge.
