Build on small sites near existing building groups

I WISH to draw your attention to a possible solution to the problem faced by first time buyers trying to find affordable housing.
There are many small sites in the Island, of no use to agriculture, and close to existing building groups and services and essential infrastructure, which should be considered suitable for small-scale housing development. They are excluded from the Built-Up Area in the draft Island Plan.
These sites could be brought forward with the help of the 12 Constables, who know their parishes and understand which sites might be appropriate.
Certain sites, which are classified as Brownfield, should in my opinion be returned to agriculture; for example, glasshouse sites. This would ensure their continued contribution to the agriculture industry.
I am very concerned about the lack of affordable housing available in the Island for future generations.
I see the policies proposed by the draft Plan as preventing Islanders from being able to help family members achieve affordable housing in locations where they have ties and want to live.
It is my opinion that not everyone wants to live in the town area and that the new plan should provide opportunities for people to live in all the parishes. This includes rural areas, where sites are close to existing building groups and have access to services and infrastructure.
