The States get another vote on how Chief Minister is chosen

A new Chief Minister to replace Terry Le Sueur will eb elected by the States on 14 November

CHANGES to the Standing Orders of the States to make the election of Chief Minister open will be put to Members in November.

It follows the adoption of a proposition from Deputy Trevor Pitman last week to open up the currently secret ballot so Islanders can see who voted for whom, by 21 votes to 19.

However, the move will not be finalised until Members have debated the latest changes and once again voted on the issue. That means the decision could still be reversed if enough politicians voted against it.

An amendment has been proposed by the Privileges and Procedures Committee Outlining for a decision in time for the election of a new Chief Minister to replace Senator Terry Le Sueur on 14 November.

    Will they vote on the day that those ministers who voted in favour are out of the assembly too like they usually do?

    The poor icky wicky little states members vote didnt go the way they wanted. Lets just revote on the subject and all the nasty people will go away.

    Sorry, this is unbelievale, where was the revote on GST, Referendum, The Incinerator, Hush money hand outs, the COM etc and the hundreds of other C@CK ups this lot has done. Sorry all done deals which would look bad if the COM reversed decisions.

    As soon as it looks like the establishment of friends of Walkers off spring Le Sueur may not be able to chose his prodigal son then the COM change the rules..

    How about letting the public decide but that is unlikely as the dodgy handshake brigade will just get another puppet to lead the island, its about time they voted for a freedom of information act and declare buisiness interests and earnings of states members, but all our corrupt states members will never allow that!

    This proves beyond doubt they are self interested and self serving idiots who do not give a cuss about the tax payer and popular peoples wishes.

    Please publish a list of all those who voted against this initially and I will vote for anyone other than them in disgust.

    From the initial vote here are the 19 who are AGAINST transparency of the voting for chief minister. It will be interesting to see when the new vote will take place and who will be in the chamber.. rigged election me thinks.

    Juliete Gallichan is chairperson of P&P and she voted against Trevor Pitman’s proposition – surely there is a conflict here.

    Apart from being very poorly written, this piece of journalism seems to imply that a vote by our elected representitives to have transparency in the election of our chief minister, will be overturned if a “procedure” to make the change possible ( a simple act) is refused by a majority of members.Why would they do that?. Ignore the will of the house?.Is this legal, democratic or ethical?. I’m speechless.

    Another self-preservation act.

    Like lots of people I’ve read the JEP and doubted Stuart Syvret. But I was recently persuaded to read his blog. Now this latest self-preservation act confirms in my mind the scale to which Stuart is right in his analysis of power in Jersey.
    I understand that to rule, you need to be firm and you will not always be popular, but you also need to be fair (accountable and transparent and open). Sadly our system is not and this desperate self-preservation act prooves it.
    Shame on Juliete Gallichan. Wasn’t she the one who wrote a letter on behalf of her committee without her committee’s approval? I stand to be corrected on this point as it was some time ago.

    Just to many secrets in jersey but the day is coming, at some point the Crown has to stand up for us, if not we just as well demand a elected president to replace the governor who is little more than a drain on us all that serves no purpose in the maintenance of democracy and the rule of law.

    But until we get a free and unbiased press and media normal in a democracy but lacking in this island nothing short of a Arab style uprising will change anything.

    That said it so this will not get printed but alas that’s censorship!! the good old jersey way.

    It’s really very simple and nothing unusual at all – you conspiracy theorists can have a field day if you like but it would be much more credible if you looked at the facts!
    T Pitman’s proposition required PPC to bring back the changes to Standing Orders in order to give effect to his proposition. That is what this amendment does – precisely that, nothing more or less.
    Once any Member gains support for any change like this, it is the job of PPC to bring back the changes to legislation and it is some achievment that they have managed to do it so quickly, bearing in mind the incredible pressures on the Law Drafting department. Of course the States have to vote on it – that’s the check and balance to make sure that something unforeseen does not get slipped into the legislation by PPC (I say by accident, I’m sure you doubting Thomases will say by design  )
    Don’t forget that T Pitman himself is a Member of PPC – the fact that the Chairman did not support it is neither here nor there – she has a duty to bring back the Proposition and she has fulfilled that duty. Like every other States Member she is free to vote with her conscience. As it was Trevor’s idea, I would lay a pound to a penny that he will be the one to present the proposition at the next Meeting.

    I consider that this term encapsulates our government entirely.

    I understand that someone else has been refering to them as that for some time now.

    Since you are playing with the definitions of certain ‘government’ related words:

    Matricide the murder of Mothers
    Patricide the murder of Fathers
    Countryside the murder of a States Members?

    A parliament is supreme therefore if it wants to changes its rules or decisions it is entitled to.

    We are not dealing with the laws of the Medes and Persians here and therefore if the States decides to have another vote that is their prerogative.
