Welcome to Jersey, Sir John

Monday 26th September 2011, 3:00PM BST.

TODAY the Island’s new Lieutenant-Governor, General Sir John McColl, and Lady McColl take up residence in Government House and prepare to launch themselves into their duties. We welcome them to Jersey, wish them well during their stay, and hope that they find our small community congenial and hospitable.

It would be true to say that a majority of Islanders gladly embrace the idea that, through the person of the Lieutenant-Governor, there should be a formal link with the United Kingdom. That said, it would be foolish to deny that there have been rumblings about the necessity of the role as we advance into the 21st century.
The truth of the matter is that the office is as essential as it ever was. The value of a high-level conduit not only to the UK government but also to the institution of the monarchy hardly needs spelling out.

In addition, even if the theoretical constitutional argument is insufficient to convince doubters that we must continue to have a Lieutenant-Governor, experience over many years should make the case. As well as working carefully and diligently behind the scenes, a succession of General Sir John’s predecessors have thrown themselves enthusiastically into Island life, playing their full part in the community, encouraging and supporting everything from sporting endeavour to charitable work.

General Sir John has already affirmed his belief in community values. He has also made it clear that he and Lady McColl have taken pains to find out as much as possible about the Island in advance of their arrival. The media and books have helped, but so, too, have consultations with previous Lieutenant-Governors, including Sir Andrew Ridgway – who has just left our shores after a very successful tour of duty – Sir John Cheshire and Sir John Sutton.

Meticulous preparation clearly has a value, but entering into Island life will no doubt throw up its share of surprises. Nevertheless, the new incumbent at Government House has already shown that he understands some of the things that make Jersey tick. It is, for example, encouraging that he has said that he understands why so many other places around the world should be envious of our stability and prosperity.

It is also encouraging that he has recognised that the community values that he holds in high esteem are very much a part of the Jersey way.
