Deputy doubts the value of £1.4m street revamp

Deputy Jackie Hilton has concerns about the plan for Conway Street
A ST HELIER Deputy has raised concerns over the economic viability of a £1.4 million scheme to transform a derelict part of Conway Street.
Part of the parish-backed plan – to upgrade the public toilets, install a kiosk and construct office space at a cost of £900,000 – was approved by a parish assembly by 12 votes to eight last week.
In 2009, parishioners agreed to spend £500,000 to buy an adjoining building as part of the overall project.
However, Deputy Jackie Hilton, who voted against the proposal, said that she was concerned about the cost and the amount that would be recouped by the parish.

Another kiosk and more empty office space in the making.
How about a cycle track running through it just to cap it off

It has been derelict for too long so about time someone did something with the site which is becoming an eyesore in the parish. if something isn’t done now it will cost far much more to develop in the future. How about charging 10p to use the toilets to help fund the cost? The present facilities are too small for the size of St Helier. and the ones opposite the post office are now no longer in use since its been turned into a cafe.

good idea – that’ll pay for the street cleaner to go and hose down the alley next to it where the drunks will choose to relieve themselves because of the charge…

This site is curently an eyesore, in a sensitive area of St Helier. The current facilities, over 2 stories, are far from satisfactory and i believe that this proposoal is bold and should be supported. People are far to quick to carp and be negative. Come on St Helier have the courage to complete this project.

A scheme costing a seven-figure sum that was approved by just 12 votes to 8 in a parish that has an enormous 26,890 eligible voters- what more evidence could anyone possibly need that the parish assembly system is outdated and in desperate need of democratic reforms.

Have to say Jerry that I don’t always agree with your viewpoint, however on this one I am right with you. When I was reading the article the first thing that I thought was how a scheme costing so much money can possibly be approved by so few people.
St. Helier has its Constable and several elected Deputies – I wonder how many of these democratically elected representatives of the people voted for this scheme in their Parish?
The present system is very much outdated. I wonder if more of the rate payers / electorate could be reached over the internet when it comes to important views and decisions.
It also occurs to me that in this time of recession this Parish has splashed out on two very expensive building schemes within a short space of time (the other being the property acquisition in Belmont Road to create a walk through to Millennium Park). This at a time when UK Councils are having to heavily cut back on their services – I hope therefore that the Parish has got its sums right in undertaking this venture.
And lastly, not sure whose in charge of the purse strings for the Millennium Park – (The Parish or TTS) but am I the only one who is appalled by the continued spending on the Park, with new fencing and other fixtures still being put in. I hardly ever go through the Park without seeing a workman doing something in there – the cost of which must be coming out of somebody’s pocket !!

At least someone spotted the real issue here. 20 people voted.
Time for online voting for all parishioners and the Jersey electrote in general. Issue a simple pin number to everyone and let them cast their vote online to stop this sort of thing being voted in by the constable and his mates.

Why waste money on this , not a lot of people use St HeLier as such a “locked up area” Maybe constable and deputies in question should consider having pay free parking in streets, so town and shop keepers can make a living again. Instead of states members their income fine and s.. everyone else
